Gragnano – A house of cards made up of training courses never attended and research projects "copied" from the internet to plunder the state coffers. This is what was discovered by the financial police of the Monfalcone Company, who, acting on behalf of the Torre Annunziata Public Prosecutor's Office, executed a precautionary seizure order worth approximately €1,8 million. At the center of the investigation is a shipbuilding company based in Gragnano.
The mirage of “Transition 4.0”
The investigation stemmed from a targeted tax audit. According to the Guardia di Finanza's findings, between 2019 and 2023, the company allegedly offset significant tax debts using completely nonexistent tax credits.
These funds were part of the measures financed by the PNRR for the so-called "Transition 4.0", incentives created to support digital innovation and specialized training in companies.
In reality, the accounting documents concealed a void. The vocational training courses, supposedly funded by the state, were never actually delivered.
Copy-and-paste research and development
Even more surprising was what emerged from an analysis of the company's research and development activities. Instead of investing in new prototypes or advanced industrial technologies, the company presented purely theoretical projects. In several cases, the financiers found that the projects had simply been copied from graduate theses available for free online.
Thanks to this ploy, the company managed to generate fictitious credits worth over €2 million, using €1,8 million of them to avoid paying taxes due, thus obtaining an undue and massive tax saving.
Seals on yachts and luxury watches
Given that the criminal liability thresholds were exceeded, the preliminary investigations judge of the Torre Annunziata Court ordered the seizure of the assets to ensure the recovery of the sums stolen from the Treasury. The military sealed bank accounts, company shares, and properties.
Among the luxury goods seized were a boat worth approximately €160.000 and two Rolex watches, all traceable to the company and its legal representative. The operation reaffirms the Guardia di Finanza's tough stance against fraud involving public funds, a scourge that drains vital resources from the country's real growth.
It seems like a complex story to me; many things don't add up, and further investigation is needed. The documentation and courses appeared to be on paper, but in reality, they weren't there. The numbers don't add up. Perhaps there's a lack of effective controls, and responsibilities need to be ascertained.
