Naples Vomero – Blue parking spaces occupied without tickets to push residents into private garages, high fees, and even the improper use of a disabled parking space.
This is what the Carabinieri of Vomero and the Local Police have charged the owners of two garages between Via Gino Doria and Via Paisiello, both of whom have been reported for unlawful competition involving threats and violence.
Artfully “saturated” blue stripes
Reconstructing in detail what law enforcement found is not easy, but one element unites the two activities under scrutiny: the systematic use of blue lines as a tool for commercial pressure.
The contested mechanism is always the same: In the early hours of the morning, monthly passholders' cars are removed from their garages and parked in blue spaces without displaying their tickets.
The goal is to fill the most desirable street parking spaces and encourage drivers to forgo public parking and opt for private parking.
A choice that is anything but cheap: hourly rates vary between 5 and 10 euros.
Double risk for motorists
The system produces a perverse effect, often with two simultaneous consequences for customers. On the one hand, paying for parking in the garage, which is significantly more expensive than parking in blue lines; on the other, the real risk of an administrative fine.
The cars were found to be parked without a scratch card, exposing the owners to a fine on top of the cost of private parking. The two entrepreneurs were also fined for this very behavior.
Via Gino Doria, the most serious case
What emerged on Via Gino Doria presents even more complex aspects. Here, according to the findings, the garage owner not only occupied municipal parking spaces, but also used a space reserved for disabled people.
According to the reconstruction, the holder of the yellow-striped parking permit handed it over to the garage, allowing the contractor to park customers' vehicles in the designated space. The car, found improperly parked, was immediately towed away.
During the checks, the ANM staff also fined all vehicles parked in the blue lines without tickets.
The complaints
The joint operation by the Carabinieri and the Municipal Police concluded with the owners of the two parking garages being reported for unfair competition, aggravated by practices deemed intimidating and abusive towards the free use of public parking. This operation brings the issue of urban space management and compliance back into focus, especially in a densely populated neighborhood like Vomero.
