Naples – The countdown has begun for two of the most prominent businesses in the Vomero neighborhood. Thirty days is the time allowed by the City of Naples to avoid the permanent expiration of their public land use permits.
The axe of Palazzo San Giacomo has fallen on two well-known establishments located between Via Alessandro Scarlatti and Via Luca Giordano, which in the last few hours received a formal notification from the One-Stop Shop for Productive Activities (SUAP).
The administrative ultimatum
The administration's message is peremptory: either comply, or shut down (the external part). Managers have been notified of the initiation of the process to declare the SCIA (Certified Notification of Commencement of Activity) legally invalid. If, by early March, the external facilities do not faithfully return to the original permit, they will be revoked. This drastic measure affects permits often issued as an exception during the Covid emergency and then frozen over time, sometimes beyond the permitted limits.
The investigation by the Court of Auditors
Today's administrative action is the direct judicial consequence of the raid that took place on December 5, 2025. On that date, Local Police officers, coordinated by Deputy Attorney General Davide Vitale of the Regional Prosecutor's Office of the Court of Auditors, conducted a wide-ranging operation in the pedestrian area on the hill. Approximately twenty outdoor areas were sealed off, including those of the two businesses now being targeted by the SUAP. Analysis of the reports drawn up by the "White Helmets" highlighted substantial discrepancies between the structures installed and the permits granted, triggering the current procedure to restore legality.
Obligation to restore
The ball is now in the court of the business owners. To save their outdoor spaces, they will have to produce impeccable technical documentation, signed by a qualified professional and accompanied by photographic evidence certifying compliance with municipal regulations.
The operation highlights a new institutional modus operandi: judicial police activity is no longer an end in itself, but becomes a driving force for the administrative action of the Municipality, an entity that considers itself the injured party in urban planning and commercial violations.
