This is not a definitive sanction, but rather a "surgical" warning. The objective is clear: to prevent the bar from continuing to be a gathering place for illicit activities or a source of disruption, restoring tranquility to the community. It's important for the Carabinieri to carry out these checks throughout the area, but I'm not sure if closing a bar for 15 days is an effective solution. There should be tougher measures against those who cause trouble.
