Letters - Twenty-seven years after a 1999 ruling, bulldozers have demolished an illegal reinforced concrete structure three stories above ground on Via Capomazzo. The work, carried out by order of the Torre Annunziata District Court (Gragnano branch), is part of the Prosecutor's Office's priority efforts to combat illegal construction, funded by the Cassa Depositi e Prestiti fund.
The demolished building: volume and structure
The building, divided into four residential units, had the following volume:
First level: 176,40 m2, height 2,92 m
Second level: 191,16 m2, height 2,92 m
Third level: 191,16 m2, height 2,46 m
Staircase tower: 48,01 m2, height under eaves 9,66 m.
Multiple constraints: non-buildability and high risks
The area falls within a zone burdened by stringent protections:
PUT (L. 35/87, art. 17): zone 1b of high landscape, historical-environmental value with absolute prohibition on building.
PRG: agricultural protection.
PSAI: Very high hazard (RFR 4, very high risk of landslides).
Hydrogeological constraint (RD 3267/1923).
Landscape constraint (DM 28/03/1985).
Seismic zone 3 (OPCM 3274/2003 and GR Campania resolution 5447/2002).
Meaning of the intervention: repression and deterrence
Demolition is a key tool for land protection: repressive (environmental restoration) and preventive (deterrence of further abuse). In this specific case, a final conviction for abuse from 1999 was carried out, demonstrating that a long delay does not erase the wrongdoing.
