Naples – The critical issues within the San Giovanni Bosco Hospital are nothing new. In 2019, the Campania Region took drastic action to try to disrupt a system deemed compromised by years of administrative chaos and suspected criminal infiltration.

It was the then governor of the Campania region, Vincenzo De Luca, who appointed Ciro Verdoliva, then general director of the ASL Napoli 1 Centro, as commissioner of the health facility.

Verdoliva found himself operating in an extraordinarily delicate context, marked by organizational issues and a loss of institutional credibility that required immediate and radical interventions.

The dissolution of the anti-mafia movement and the restoration of legality

In those months, San Giovanni Bosco was also subjected to an extraordinary investigation for possible Camorra infiltration, a sort of "anti-mafia dissolution" aimed at verifying the structure's permeability to criminal interests.

The goal was to mark a clear break with the past by strengthening controls and eliminating opaque practices.

Among the first interventions was the removal of illegal parking attendants from the areas outside the hospital, a long-standing presence and a symbol of informal control of the spaces.

Bars closed, vending machines removed and access controls implemented

The commissioner's action also extended to internal economic activities.

The bar and restaurant on the premises were closed, while the vending machines were removed, as they were found to lack the necessary administrative transparency criteria.

At the same time, access for private ambulances was regulated and the hours of entry to the departments were redefined, overcoming procedures considered disorderly or poorly controllable.

The healthcare revolution: computerized triage and 24-hour hemodynamics

Alongside the administrative measures, a profound healthcare reorganization also arrived.

Computerized triage, previously absent, was introduced in the emergency room, and a 24-hour hemodynamic service was activated, ensuring continuity of care in cardiac emergencies.

Radiological equipment that had been out of service for over two years due to the lack of a single spare part was also restored.

The gynecology and obstetrics operating room, which had been unusable for a year due to water infiltration caused by a connection that was never repaired, has also been reopened.

Disciplinary proceedings and replacements at the top

The administration also initiated a strong disciplinary action involving numerous internal figures, including top management positions.

Among the most serious cases was a violation of admission procedures: an illegitimate system that allowed the arbitrary placement of patients on waiting lists, effectively removing control from the administration and compromising the principles of transparency.

During the intervention, the medical director and the administrative director were also replaced.

The new investigation and the return of critical issues

These measures marked a profound break with the past at the time, but according to a new investigation concluded in the last few hours, they were not enough to consolidate the ongoing process of legality.

The investigation now brings the healthcare facility back into the spotlight, resurfacing critical issues that seemed to have been overcome after the administration's administration.
