The "System" never dies: 126 people investigated in the order that reveals the new face of the Contini clan.

The precautionary measure targeting the Contini clan—the historic heart of the Secondigliano Alliance—reveals an organization still capable of dictating the law in entire neighborhoods of Naples and interacting, on equal terms, with the other federated families of the "System."

But in the more than 1,100 pages of the precautionary order signed by investigating judge Fabrizia Fiore, the DDA magistrates who coordinated the investigation reconstruct the organization and conduct, and much more than a traditional criminal structure emerges. An armed business cartel emerges, capable of combining violence, consensus, investment, and corruption.

The Summit: Power that continues even from prison

The ordinance places Edoardo Contini and Patrizio Bosti at the top of the Contini clan as promoters and absolute leaders, and they are being prosecuted separately.

According to the prosecution, both continued to exercise powers of supremacy and direction even during their periods of detention, using prison and family conversations as a channel for transmitting strategic directives.

Alongside them, a co-management role is attributed to Francesco Mallardo, who—after his release from Milan Opera prison in 2014—is said to have helped redefine the Contini clan's management structure, appointing local representatives and directing economic strategies.

Also noteworthy is the figure of Rita Aieta, Bosti's wife, considered an active and aware leader: managing usury, controlling extortion, coordinating revenues, and conveying directives to the outside world.

The lieutenants and the map of power

The ordinance reconstructs a capillary territorial subdivision, with autonomous groups but subordinate to the top.

Vasto-Arenaccia

Directed by Rullo Nicola and Muscerino Antonio, with operative figures such as Rosario De Angelis (alias 'o Pipistrello), in charge of collecting the proceeds from drug dealing.

Borgo Sant'Antonio Abate (“Buvero”)

Regent Carmine De Luca (Zezzella or Capa Bianca), with functions of conflict resolution and coordination with the other federated groups.

Amicizia and San Giovanniello districts

Gennaro De Luca ('o Muntat) dominates here, identified as the top figure with a superior role to other leaders. He manages the common treasury, pays salaries to members, purchases drugs, and plans crimes.

Steelyard-Poggioreale

Area under the control of Pasquale Martinelli and Antonio Trambarulo ('o Muntat), with a complex network of tax collectors, pushers and “fixers”.

Connolo

Area entrusted to the Russo brothers – Antonio, Gennaro and Giovanni, known as the “Suricillos” – with expertise in drug dealing, extortion and usury.

Each group manages drug dealing, debt collection, extortion, and connections with other organizations.

The Alliance: the “System” and the federated families

The Contini clan operates within the Secondigliano Alliance, a cartel also composed of the Licciardi and Mallardo families.

With the Licciardis – historically led by Gennaro Licciardi and today believed to be directed by Vincenzo and Pietro Licciardi – there would be a preventive concertation of criminal strategies.

With the Mallardo family, based in Giugliano, there would be a system of mutual support and sharing of proceeds.

The activities: drugs, extortion and infiltration in contracts

The association's objectives are clearly stated:

hegemonic control of the territory;

drug trafficking, including transnational trafficking;

systematic extortion of businesses and traders;

wear and tear;

bid rigging and infiltration of procurement contracts;

reinvestment in real estate and commercial activities;

corruption of public officials.

Particular attention is being paid to the city's hospital sector, where – according to the prosecution – the clan influenced tenders and contracts.

The “common fund” and criminal welfare

The central element is the management of the "common fund":

payment of “monthly fees” to affiliates;

support for the families of prisoners;

legal fees;

purchase of weapons and drugs.

A system that allows the organization to survive waves of repression and ensure operational continuity.

Aggravating factors: armed association and top-down structure

All were charged with the aggravating circumstances of association consisting of more than ten people and that of armed association.

De Luca Gennaro, the Russo brothers, De Luca Carmine, Martinelli Pasquale, and Trambarulo Antonio are also charged with the aggravating circumstance of having promoted, directed, and organized the conspiracy.
