Naples – The "provisional freedom" of a 54-year-old Neapolitan man, arrested Sunday evening for escaping house arrest, was short-lived. Officers from the Montecalvario Police Station, engaged in routine patrols, spotted the man in Vico San Sepolcro, a narrow alley in the heart of the Spanish Quarter.
Suspicious of his presence on the street, the officers immediately checked his personal details and judicial status. The investigation revealed that the man, already known to law enforcement, was under house arrest.
Having no authorization to be outside his home, he was arrested for the crime of escape. After the formal procedures were completed, the 54-year-old was taken to prison by order of the judicial authorities, while the officers returned to the Naples police headquarters further confirmation of the effectiveness of widespread checks in the neighborhoods most heavily affected by restrictive measures.

I'm reading the article and it seems like news, but things are a bit confusing; the 54-year-old man was under house arrest yet he was on the street, in Vico San Sepolcro, but it's not clear whether he had authorization or not, the officers checked and then took him to prison, the situation seems calm but we no longer know for sure.
