Rione Sanità, GPS, algorithms, and bugs: How technology caught the clan's riders

In the narrow, labyrinthine streets of the Rione Sanità, where every stranger is spotted within seconds by lookouts, DDA investigators have had to forgo traditional stakeouts and rely on bugs and the latest-generation hi-tech cameras.

The Sequino-Savarese headquarters in the Sanità district has been under constant digital surveillance, capable of mapping every movement and decrypting every whisper. This is what emerges from reading the more than 600 pages of the precautionary order that the other day led to the arrest of 22 members of the Sequino-Savarese and Mazzarella clans.

The network of “smart” cameras

The first pillar of the investigation was the strategic positioning of high-resolution cameras in key points, such as the intersection between Via Antonio Villari and the San Nicandro steps.

It wasn't just a matter of recording images, but of cross-referencing them with phone number data. This is how the officers filmed the "dedicated phone" exchange in real time: the footage shows Salvatore Verdicchio physically handing over the cell phone (the number ending in 256) to Alessandro Aprea.

"The passing of the device, combined with the shared use of the scooter with the license plate DV18911, is clear evidence of the existence of an organized structure and not just occasional dealers," writes the investigating judge.

GPS Tracking: Silent Shadowing

To catch couriers like Salvatore Matrone and Vincenzo Peluso, investigators used GPS trackers installed under the frames of their mopeds. This allowed them to create a "heat map" of the drug dealing operation:

The journeySalvatore Frattini's movement towards the square was monitored to the nearest meter.

The targeted raid: Thanks to real-time positioning, the Carabinieri of the RONInv. knew exactly when to intervene for the "sure shot" seizure, avoiding unnecessary chases through the alleys that would have put public safety at risk.

Environmental Interceptions: Beyond Cryptic Language

The true investigative masterpiece, however, was the use of wiretaps. While the suspects used terms like "t-shirt" or "embassy" on the phone, their guard was lowered in face-to-face discussions (often recorded inside monitored cars or homes).

Metadata analysis: Computer scientists analyzed thousands of telephone records, noting that telephone numbers were being activated and deactivated at a frenetic pace, often registered to unsuspecting foreign citizens (so-called “fictitious telephone numbers”).

Voice comparison: Despite attempts to disguise their voices or use very narrow jargon, the voice comparison software made it possible to attribute the identities of Simone Quagliarella and Giuseppe Repetti with certainty, even when they were only called by nicknames like “o' niro”.

The “hole” in the system: digital complaints

Technology has also captured the clan's corporate side. Through environmental investigations, investigators listened to Verdicchio complain about labor costs (€10 an hour for pushers) and logistical shortcomings. The digitalization of the investigation has transformed every cell phone call into a geographic coordinate and every message into a criminal charge.
