Three arrests in just over a month. The perpetrator of the incident is Giovanni Iandoli, 45, a resident of the Soccavo neighborhood and already known to law enforcement. He was arrested once again by the Carabinieri after violating his house arrest order. The first incident dates back to January 31st, when he was arrested on charges of setting fire to several garbage bins on Via Pacifico. He was then placed under house arrest as a precautionary measure.
But the story didn't end there. On March 2nd, the Carabinieri caught him again outside his home, riding a scooter along Via Marco Aurelio, despite being under house arrest. He was also arrested for evading arrest and tried, before being returned to house arrest once again.
The most recent incident occurred in the early afternoon of yesterday, March 9th. It was around 2:00 PM when Carabinieri from the Naples Rione Traiano station noticed the 45-year-old man walking casually through the streets of the Soccavo neighborhood. The officers recognized him and stopped him for a check.
When asked for an explanation, the man allegedly claimed he was on his way to the local health authority to obtain information, but this explanation was deemed invalid. He was arrested again, charged with escape. Following his arrest, the 45-year-old was placed under house arrest again pending the summary trial, which is currently underway.

It seems like a strange situation to me; the man is always out; the police have caught him several times, but it seems the house arrest measures don't stop him. Perhaps there are flaws in the management of checks and procedures; coordination and more timely checks need to be improved.
