Caserta – Giovanni Zannini, a powerful regional councilor from Mondragone and a well-known figure in Caserta politics, has left Campania for Castel di Sangro, Abruzzo. The reason? A residence ban issued by the investigating judge of the Santa Maria Capua Vetere court, expelling him from the region and surrounding areas, pending the decision of the Naples Review Court.

Under investigation for corruption, material forgery, and aggravated fraud, Zannini is awaiting the outcome of the appeal that his lawyer, Angelo Raucci, will file in the coming days. This move will freeze his public office, potentially resulting in his suspension and replacement by the first of the unelected candidates.

The escape to Abruzzo and the freezing of the charge

Reached by the precautionary measure issued by preliminary investigations judge Daniela Vecchiarelli, Zannini did not hesitate: he took refuge in Castel di Sangro, beyond the confines of the ban, to await judicial developments. The measure prevents him from setting foot in Campania or neighboring regions, making his role as regional councilor impracticable. According to the rules, an automatic suspension—a temporary "freeze"—should be triggered pending a review. If the appeal fails, the case would be passed to the Supreme Court of Cassation.

Attorney Raucci is working on a detailed defense brief, ready to dismantle the preliminary hearing judge's order point by point. "We will evaluate all options to protect my client," he announced, without going into detail.

The charges: corruption at the Griffo dairy

At the heart of the investigation by the Santa Maria Capua Vetere Public Prosecutor's Office—coordinated by Deputy Prosecutor Graziella Arlomede and led by Deputy Prosecutor Giacomo Urbano—is an episode that smacks of bribes and favoritism: the construction of a dairy farm in Cancello e Arnone, in the heart of the Caserta province.

Zannini is charged with corruption in the exercise of his office, complicity in forgery, and aggravated fraud to obtain public funds. Also implicated are entrepreneurs Luigi and Paolo Griffo, father and son, both of whom have been subject to the same residency ban.

The investigation dates back to October 2024, when the Carabinieri raided and searched the offices and homes of Zannini and the other suspects. Yet, the scandal hasn't stopped his electoral campaign: in the November 2025 regional elections, the politician from Mondragone received over 30 votes, securing a seat that now risks disappearing.

The investigating judge spares no criticism: "He is a master of corrupt practices."

The Preliminary Investigation Judge did not mince his words. He acknowledged "serious indications of guilt" and warned of the real risk of a repeat offense. Zannini was described in harsh terms: an "unscrupulous political figure, unscrupulous in pursuing his own ends for the benefit of private individuals." Furthermore, he was "completely comfortable in his role as director of corrupt practices within the administration."

According to the investigating judge, Zannini's position as regional councilor exposes him to "repeating behavior that is offensive to the same protected legal interests." These words weigh heavily on a region already plagued by reports of corruption, where politicians and businessmen engage in shady dealings to the detriment of the community.

The ball is now in the Court of Appeal's court. Zannini, from Castel di Sangro, watches and waits. But for the citizens of Caserta and Mondragone, this story shines a renewed spotlight on a system that, too often, rewards the crafty at the expense of honesty.
