The spectre of illegal building continues to threaten the fragile ecosystem of the island of Ischia, an area where the damage inflicted on nature has already taken a dramatic toll in the past.

Ahead of the Easter weekend, a major land control operation in Barano d'Ischia led to the discovery and blocking of a vast illegal development, culminating in a local businessman being reported and a huge area being seized.

Technology against zoning violations

The operation is the result of extensive monitoring efforts conducted by the Carabinieri of the local station, who are committed not only to combating illegal rentals (so-called abusive leases) but especially to combating zoning violations. This is an insidious phenomenon that involves building or using properties that clearly violate the intended use established by the building plans.

To combat these violations, the military combined traditional field inspections and document analysis with cutting-edge investigative tools: cross-referencing data from satellite web maps with aerial reconnaissance conducted by drones. These "electronic eyes" provided a 360-degree view and revealed an anomalous transformation of the territory in one of the most inaccessible and protected areas of the island.

The devastation in the Montegatto oasis

The area under investigation is the Montegatto area, internationally known for its evocative "Sentiero delle Baie" (Path of the Bays), a pristine hiking trail winding through oak trees, prickly pears, and historic vineyards. It is precisely in this paradise, subject to very strict landscape regulations, that the entrepreneur had begun work on a complex whose size and features were reminiscent of a luxurious Californian villa.

The joint intervention of the Carabinieri, local police officers, and personnel from the Municipal Technical Office (UTC) stopped the illegal construction site. The raid resulted in significant damage. Within the perimeter, the following were discovered:

10 illegal artefacts (of which 5 are still in their raw state).

60 linear meters of retaining walls.

Numerous paved terraces, canopies and pergolas.

Clear signs of unauthorized excavation and rock extraction.

The illegal construction work affected and destroyed a total area of 12.000 square meters. Due to the irreversible orographic transformation imposed on an area protected for its inestimable natural value, law enforcement immediately and completely seized the entire area.

The landowner, identified as responsible for the work, has been reported to the Judicial Authorities. He will now have to answer for a long series of violations of urban planning, construction, and landscaping regulations. This operation sends a clear signal: the protection of the Ischian territory now requires strict control, with the government's watchful eye even reaching down from the skies.

An important operation, but I don't know if it will be enough: the Carabinieri yesterday discovered an illegal subdivision in Ischia, the construction site was blocked but the territory seems ruined and repairs are needed, the project looked like a Californian villa and it seems strange that satellite maps and drones were not enough before, the judicial authorities will have to ascertain responsibility, there remains a doubt as to how it could have been prevented before.
