Naples – Four former general managers of healthcare agencies in Campania have been charged with alleged financial damages exceeding €880. The investigation was conducted by members of the Economic and Financial Police Unit of the Naples Guardia di Finanza, acting on behalf of the Campania Regional Prosecutor's Office of the Court of Auditors.
The finance police have notified the four former managers of a request to provide evidence, giving them the opportunity to present clarifications and defenses before any further developments in the accounting proceedings.
The order was issued by Deputy Attorney Generals Ferruccio Capalbo and Raffaella Miranda, under the coordination of Regional Prosecutor Giacinto Dammicco.
Early retirement and executive compensation
According to the investigations, the former general managers had taken early retirement before the natural expiration of their terms. Despite their new retirement status, they continued to receive their executive remuneration until the end of their terms.
The investigations, which cover the period 2022-2025, reconstructed the employment position and compensation received by each manager from the moment of retirement until the end of their assignment.
Current legislation, investigators point out, prohibits the assignment of managerial or executive positions to retired individuals, unless such positions are performed on a voluntary basis.
Compensation checks
The investigations also revealed that three of the four general managers had initially suspended their salaries upon retirement.
Subsequently, however, they would have independently re-attributed their salaries, including the arrears accrued up to the end of their mandate.
Communications to the Region
Another disputed element concerns the failure to communicate the change in employment status. According to the investigators' hypothesis, the four former managers failed to report their retirement to the Campania Region's General Directorate for Health Protection and Coordination of the Regional Health System.
The accounting procedure is now in the preliminary phase: interested parties will be able to present their defense arguments before any further decisions by the Audit Court.
