This was the central message conveyed by Fabio Ciciliano, Head of the Department of Civil Protection, speaking today in Naples at the inauguration of the traveling exhibition "Terremoti d'Italia" (Earthquakes of Italy). The exhibition, hosted at the Città della Scienza until May 9th, aims to raise awareness of the geological nature of the Phlegraean Fields.
"We're facing a region that has maintained the same dynamics for millennia and will continue to do so," Ciciliano explained. "The only effective strategy lies in risk awareness and the implementation of concrete preventative measures."
Education and Safety: A commitment to young people
According to the Head of Department, the cornerstone of regional resilience lies in the younger generations. Choosing Città della Scienza as the venue for the exhibition takes on a profound symbolic value: a place reborn after a destructive event now serves as a platform for teaching children how to address natural disasters.
"The goal is to convey the importance of building according to standards of excellence and in full compliance with regulations," Ciciliano added. "Our goal is ambitious: if, thanks to this educational effort, even just one more home remains safe in the future, we will have succeeded."
Contributions and legality: the criteria for compensation
A key step in the intervention concerned the management of housing security funds. Ciciliano clarified the distinction between restoration interventions for damaged buildings (fully covered by the state) and those for improving vulnerability in intact buildings, which require co-financing by the owners.
The director, however, placed firm emphasis on the principle of legality: access to public funding is strictly contingent on the properties' compliance with urban planning regulations. "Homes with non-compliance or irregularities cannot benefit from the funds," Ciciliano concluded, reiterating that compliance with building regulations is the primary, essential safeguard for the protection of human life.
