The situation is no better in the province of Irpinia: the three local prisons crammed 1.100 people into spaces designed to accommodate just 830.
In addition to the excessively narrow walls, the chronic understaffing of the Penitentiary Police is a major factor. Currently, 3.706 officers are on duty, but the Guarantor's appeal is clear: at least 200 are missing to ensure minimum security and management standards. Added to this is the complex management of drug-addicted inmates, of whom 239 exist between Avellino and Ariano Irpino. For their benefit, requests for transfer to protected health facilities, deemed more suitable than ordinary detention, have long been unsuccessful.
The report then touches on the most painful aspect: psychological distress that leads to tragedy. The 2024 figures read like a war bulletin: seven suicides, 132 attempts to end their lives, and a staggering 1.033 incidents of self-harm recorded across the region. Faced with this decline, Ciambriello forcefully reiterated that the solution lies not in repressive construction, but in a radical paradigm shift. "We need not new prisons, but new ones where a vision of punishment based on institutional legality and respect for human dignity is established," the Guarantor stated during his speech.
The event, which was attended by Avellino's acting chief prosecutor, Francesco Raffaele, supervisory magistrate Maria Bottoni, and the director of the Penal Enforcement Office, Marilena Guerriera, highlighted the urgent need to implement alternatives to confinement. The final message is a warning to institutions: prison cannot remain a place where rights are suspended, but must return to being a space for legality and social reintegration.
