Three convictions and two acquittals: this is the outcome of the closing arguments of public prosecutor Giacomo Urbano in the summary trial underway before preliminary hearing judge Pasqualina Gaudiano at the Court of Santa Maria Capua Vetere.

Specifically, the Prosecutor's Office has requested a five-year prison sentence for former Public Works Councilor Massimiliano Marzo, considered a key figure in the investigation. For businessman Pasquale Marotta, a two-year and eight-month sentence has been requested, while for Gennaro Rondinone, a one-year sentence has been requested.

Acquittal was requested for Magdi Khachermi, Marzo's collaborator, and for municipal employee Gaetano Di Tora.

The next step in the classroom

The next hearing is scheduled for September, when the defendants' defense attorneys will speak. After the arguments, the preliminary hearing judge will issue his decision.

The proceedings also involve other defendants who have chosen the ordinary procedure, including former deputy mayor Emiliano Casale, municipal managers and officials, as well as several businessmen involved in various capacities in the investigation.

The investigation and the alleged system

The investigation, launched in June 2024, concerned the management of public procurement by the Municipality of Caserta. According to the prosecution, an illicit system developed based on agreements between administrators, officials, and contractors, aimed at awarding public works in exchange for undue benefits.

The investigations had a strong impact on the administration led by then-mayor Carlo Marino, especially in light of further investigative investigations conducted by the Prosecutor's Office.

From dissolution to appeals

In the second half of 2024, an access commission was established to verify any influence of organized crime within the institution.

Following the investigation, in April 2025 the Ministry of the Interior ordered the dissolution of the Municipality due to criminal infiltration. The institution is currently managed by a special commission.

An administrative appeal against the measure was filed by former mayor Marino and former councilor Marzo, but the Lazio Regional Administrative Court rejected the request, upholding the dissolution.
