The Naples Court of Review has filed its reasons for upholding the residence ban in Campania and neighboring regions for Giovanni Zannini, the influential Forza Italia regional councilor implicated in an investigation for corruption, aggravated fraud, and forgery. The judges' judgment, presided over by Elisa De Tollis, leaves no room for interpretation: Zannini allegedly displayed an "unscrupulous familiarity with corruption," exploiting public office for his own personal gain.

The councilor, currently in Abruzzo due to the precautionary measure issued in March by the Santa Maria Capua Vetere investigating judge, had hoped for the measure to be overturned. His lawyers, Angelo Raucci and Vincenzo Maiello, had argued that the politician had no criminal record and that his distance from the region made it impossible for him to commit new crimes. This argument was firmly rejected by the Naples panel, which held that simple suspension from office—and not removal from office—maintains the risk that Zannini could reproduce "similar illicit operating patterns."

The judges are particularly concerned about the suspect's "political caliber" and the "dense network of social relationships" he has developed over the years with local administrators, managers, and other councilors. According to the preliminary investigations court, this web of contacts, combined with his "ongoing political militancy," represents a real danger: Zannini could continue to exert his influence even remotely or once he returns to the Campania region. The investigations by the Prosecutor's Office led by Pierpaolo Bruni, which also include other strands, have demonstrated that the suspect was part of a well-established system.

The ruling thus confirms the politician's forced "exile," whose situation is further complicated by the heavy criticisms issued by the preliminary investigations judges. For the court, the circumstantial evidence remains solid and the precautionary measures are still in place, making it necessary to extend the residence ban to prevent the councilor from returning to his center of power in the Caserta area and the Region.
