During an investigation at a construction site in the municipality of Rocca d'Evandro (Caserta), members of the Carabinieri Forestry Unit of Vairano Patenora (Caserta) discovered that a yard covering approximately 2000 m2 had been created by depositing and disposing of non-hazardous special waste from construction and demolition activities (approximately 20 m3), milled road surface (approximately 19 m3 of bituminous concrete), and approximately 400 m3 of topsoil containing construction and demolition residues, some of which had already been leveled.
The client of the works was found to be in possession of a Certified Notification of Commencement of Activity submitted to the Municipality for the construction of a "shed for the storage of materials".
The situation ascertained by the military therefore proved to constitute the crime of illegal management of non-hazardous special waste, for which they proceeded to seize the entire yard affected by the waste disposal on the ground and reported the client of the works to the authorities.
It seems like the situation is serious, but I don't fully understand the documents. The client submitted a SCIA (Consciousness and Awareness Notice) for a shed, but then they created a yard with waste and leveled land. Residuals and road waste were visible at the construction site. The Forestry Department seized the building, but those responsible should explain everything clearly and promptly.
