

An investigation by the Prosecutor's Office of the Court of Auditors of Campania, directed by the prosecutor Antonio Giuseppone, has brought to light a hole of over 283 million euros in the missed rental income from the real estate assets of the Municipality of Naples.
The investigation, coordinated by prosecutors Capalbo and Vitale, involved executives and former executives of the municipality and of “Napoli Servizi”, a company responsible for managing the real estate assets. 15 requests to deduce, or requests for clarification and justification, were notified to those who, according to the prosecution, are responsible for the situation.
The investigation focused on about ten properties, in particular commercial premises rented to bankrupt companies. For these cases, the damage to the treasury is estimated at around one million euros. It is assumed that the overall figure could be much higher, considering the entire real estate assets of the Municipality.
Among those under investigation are Domenico Allocca, Andrea De Giacomo, Salvatore Palma, Ciro Turiello, Daniela Balletti, Rosario Tarallo, Domenico Gagliardi, Fabrizio Siciliano, Dario Savoia, Attilio Auricchio, Maria Aprea, Tiziana Di Bonito, Natalia D'Esposito, Fabio Pascapè and Fabio Piero Fracasso.
The charges and possible consequences
The managers and administrators involved are accused of having caused serious financial damage to the Municipality, through negligence, “distractions” or favoritism. They risk having to pay for the damage out of their own pockets, in addition to possible criminal sanctions.
The deputy Francesco Emilio Borrelli, exponent of the Green-Side Alliance, commented “These are very serious damages done to the treasury assets. Money that could have been used to administer the city and to replenish the municipal coffers, today in clear difficulty.
The managers and administrators involved in this economic disaster, through their own faults, through 'distractions', through having favored certain situations, will have to pay, literally, even by compensating the municipality out of their own pockets.
This investigation is also the result of our complaints, those on the illegal occupation of school premises by the families of retired custodians or the occupation of public buildings by criminals. This demonstrates the validity of our battles. Public property plundered and used without rules and without assignments is a very serious crime and therefore the bureaucracy, which for decades has called the shots, must also answer for its responsibilities.”
