Castel Volturno – He allegedly received undue financial incentives, causing financial damage of over 214 thousand euros to the detriment of the Municipality of Castel Volturno.
For this reason, the temporary head of the Municipal Technical Office ended up in the crosshairs of the Regional Prosecutor's Office of the Court of Auditors for Campania, which obtained an ante causam precautionary seizure order against him.
The seizure, carried out by the Financial Police of the Economic and Financial Police Unit of Caserta, was ordered by the President of the Jurisdictional Section of the Court of Auditors of Naples, pursuant to articles 74 and 75 of the Accounting Justice Code, for an amount equal to the ascertained damage: 214.053,33 euros.
At the same time, the defendant was notified of an invitation to deduce, as provided for by art. 67 of the same Code.
The investigation began with an internal investigation by the Municipality's Technical Office and developed through a series of asset checks conducted by the Fiamme Gialle, under the direction of the public accounting prosecutor Mauro Senatore and the coordination of the regional prosecutor Antonio Giuseppone.
According to what has emerged, the financial damage would have materialized in 2023 with the undue payment of compensation to the manager and other municipal employees. The incentives, referring to technical functions for public works - in particular the construction of the so-called "school citadel", financed with over 30 million euros of PNRR funds - would have been found not to be due, as they exceeded the limits established by law and referred to activities not attributable to the recipients.
The contested conduct, according to the reconstruction of the Accounting Prosecutor's Office, would have been implemented in clear conflict of interest, through administrative acts drawn up with the intent of self-liquidating the compensation for the planning of public works, including the strategic one intended for local education.
The precautionary measure concerned the financial resources, movable and immovable assets of the defendant, with the aim of protecting the reasons of the public budget and ensuring the recovery of the sums unduly received.
The operation is part of the initiatives promoted by the Guardia di Finanza, in synergy with the accounting judiciary, to combat illicit practices in the management of public funds and to protect the economic integrity of the local authority.
