FForio d'Ischia – A joint operation by the Naples Public Prosecutor's Office and the Air Section of the Guardia di Finanza has led to the execution of a new precautionary seizure of the “Scannella” tourist complex, located along the rocky coast of Forio d'Ischia.
The measure follows the notification of the conclusion of the preliminary investigations against the owners, managers, and partners of the company that manages the facility, which had previously been subject to similar measures for serious violations of urban planning and environmental regulations.
The investigation, coordinated by the Public Prosecutor's Office's "Construction and Environment" Section, stems from long-term investigative activity, including systematic aerial surveys, which has documented significant changes to the landscape in an area subject to landscape, environmental, and hydrogeological restrictions.
The seizure, ordered by the preliminary investigations judge, concerns a series of extremely serious crimes: from illegal subdivision to unauthorized construction in a fully protected area, from illegal occupation of state maritime property to the construction of an illegal landfill, and even the destruction of a landscape asset, a crime recently introduced into the Criminal Code (Article 518-duodecies of the Criminal Code).
Investigations revealed that illegal activities have continued uninterrupted from the 1980s until today, with a heavy impact on the tuff cliff and the entire geological structure of the area.
The works carried out without authorization include additional volumes, tunnels, terraces, pools dug into the rock, artificial caves, and new road infrastructure within the complex, for a total surface area of approximately 25.000 square meters and a volume of 3.600 cubic meters.
Particularly alarming are the findings of surveys carried out by divers from the Guardia di Finanza's Naval Air Operations Unit, who documented the direct discharge of waste into the sea, forming actual underwater piles, with serious damage to the marine ecosystem and biodiversity.
The investigations were also supported by technical consultancy from urban planning and environmental experts, including a professor of environmental geology from the Federico II University of Naples. The experts confirmed that the excavations conducted on the rocky ridge, completely lacking certifications or authorizations, have caused a radical and dangerous change to the natural topography and geological balance of the area, classified as having the highest landslide risk.
In total, the waste resulting from illegal processing amounts to approximately 800 cubic meters, some of which is piled up on the cliff face and some of which has sunk into the body of water in front.
The measure is part of a broader plan to combat environmental and urban planning violations, which the Naples Public Prosecutor's Office is closely monitoring, relying on the support of the Guardia di Finanza to ensure the protection of the landscape and public safety.
"The Prosecutor's Office's commitment," a statement reads, "will continue to be thorough and consistent, with the goal of preventing and repressing any form of aggression against the territory, ensuring compliance with environmental, economic, and financial regulations."
