The director of the Nisida Juvenile Detention Center, Gianluca Guida, thus responds to SAPPE's accusations regarding the facility's safety management following the magnitude 4.7 earthquake recorded on July 31 in the Campi Flegrei area.
The union had denounced alleged critical issues in the management of the bradyseismic emergency, questioning the existence of an adequate evacuation plan and the effectiveness of fire prevention procedures. This led to the request to close the school and the simultaneous removal of the director.
Guida, however, rejects the union's framework and, in a statement released to news agencies, reconstructs the work carried out in recent months. The structural improvements to the buildings, he explains, were completed on June 9, 2026. The structural deficiencies previously identified have therefore been resolved, with the entire detention complex restored to a safe state.
Furthermore, for the buildings outside the detention area, the Department of Juvenile Justice has provided the necessary financial coverage for seismic risk mitigation measures related to bradyseism. The redevelopment of the entire state-owned complex would also be included among the measures envisaged in the Campi Flegrei decree of August 5th.
Regarding evacuation, the director clarified that the plan was regulated by the Juvenile Justice Center of Naples with a decree dated November 13, 2024. The document establishes procedures for the removal of the prison's inmates in the event the Prefecture activates the emergency plan for the volcanic risk of the Campi Flegrei.
Guida adds that the procedures for responding to emergencies have also been organized through specific service provisions, the latest of which dates back to March 21, 2025.
The director then challenges the image of an unprepared facility and emphasizes the work done by the staff. "The prison police coordinator on duty and the almost entire male and female prison police staff performed with commendable competence, professionalism, and dedication to duty," Guida states.
The statement, concludes the IPM director, stems from the need to clarify the situation following the controversy and "ensure transparent communication and reassure the institute's staff, young clients, and their families."
