Vomero: new appeal this morning for the former gasometer area

UA year and a half ago, in November 2016, following yet another note sent by Gennaro Capodanno, president of the Comitato Valori collinari, who has been fighting for years for the creation of the educational agricultural park, being built in the area of ​​the former gasometer, on land located between Viale Raffaello and Salita Cacciottoli, in Vomero, the long-standing affair had ended up in the news headlines, even with a report, specifically dedicated to the story, by TGR Campania. This morning the cameras of the regional TG, urged by Capodanno himself, returned to the site to check the status of the work after the resumption that took place recently.

In addition to the TGR crew and Gennaro Capodanno, some residents were also present. However, no one showed up on site for the hilly municipality, which includes the territories of Vomero and Arenella, and for the Municipality of Naples.
” Together with the citizens and the TGR journalist we were able to verify the presence of some workers at work – Capodanno states – but it was not possible to acquire the data relating to the works in progress, that is, the type of works to be carried out, the amount of the works, the methods of construction, the details of the authorisations and/or permits, the name of the executing company, the names of the designer, the works manager, the safety coordinator, the person responsible for the procedure and the site manager, as well as the duration of the works with the indication of their start and end, since it was not possible to find the site sign, which must be displayed, pursuant to paragraph 4 of art. 27 of Presidential Decree 380/2001.

This lack was immediately reported, via email, for the appropriate measures, also to the anti-abuse office of the Municipality of Naples".
"It should be noted - Capodanno points out - that, in the case of public works, the dimensions of this sign are set by the Circular of the Ministry of Public Works n. 1729/UL of 1 June 1990 and established in the minimum measurements of 1 m wide by 2 m high. The same circular indicates that the aforementioned table must be "placed in a clearly visible site indicated by the Director of the works, within five days of delivery of the works themselves.

For works with significant dimensional development, the Director of Works shall also ensure that a number of tables adequate to the size of the construction site are installed. Both the table and its support system shall be made with materials of adequate resistance and of a decent appearance.

The table must bear the wording reported in the standard diagram attached to this document printed in indelible colours with the appropriate modifications and additions to be made, where necessary, in relation to the peculiarities of the individual works. At the bottom of the table, a specific space must be provided for updating the data and for communications to the public regarding the progress of the works.

In particular, any suspensions and interruptions that have occurred in the works must be indicated in this space, with an explanation of the reasons that determined them and with forecasts regarding the resumption of the works and the new completion times of the project".
"Returning to what was found on site - underlines Capodanno - it was possible to verify the persistence of the state of abandonment that reigns in the area. In particular in a stretch of the Cacciottoli climb, where for some time there has been, on a wall located at the border of the area concerned, a temporary structure, made with tubular scaffolding and stone guard valances, which is in increasingly precarious maintenance conditions.

Scaffolding for which some residents fear that rental charges may have been paid for years. "During the interview, Capodanno retraced some of the key stages of the long-standing affair that began way back in 1996, 22 years ago. "The park was designed on a restricted area, covering approximately 14 thousand square meters, of private property, within which there was a gasometer bell that had long been abandoned.

At the time, under a part of the land in question, there was talk of building an underground car park, which, given the constraints on the area, would never have been possible – Capodanno recalls. After a series of battles supported by local committees and associations, the Municipality of Naples developed a variant for a redevelopment project, which was also published at the time in the maps on the website of the Municipality of Naples, a variant approved with council resolution no. 44/2001 and with municipal council resolution no. 2365/2002.

Subsequently, with the decree of the President of the Regional Council of Campania n. 529 of 24 September 2004, the same variant was also approved by the Campania Region".
” In 2008 – continues Capodanno – the municipal administration obtained funding for the works related to the construction of the park, for a sum of 2,5 million euros, of which 139 thousand euros for the provisional expropriation compensation, destined for the owner of the area. Subsequently, in March 2011, after various difficulties, the park was presented, with great fanfare to the press, in the meantime, after years of waiting, the works for its construction had just begun, works that were supposed to last six months but which instead were suddenly suspended shortly thereafter.

Subsequently, the well-known legal disputes arose between the landowner and the Neapolitan municipal administration. During the summer of last year, finally, the works resumed and, according to what emerged during a meeting of the competent municipal commission, held in February, they should have been on the home straight.

This morning, however, it was learned that, if all goes well, the completion of the work will take place shortly before the summer break but that it could be postponed until September. The absence, already highlighted, of the construction site sign, which, by law, in matters of public works, allows citizens to follow the entire history of the work during its evolution, does not allow, at the moment, certainties in this regard.
