Castaldo, Osapp: 'The Government must make courageous choices to improve prisons'

“While the doctor (Government) studies, the patient (prison system) dies!”. For the trade unionist Osapp of Campania Castaldo Luigi, “the prison system has been put to the test by the troubled historical period and by the many critical events. The Government should make courageous choices with targeted legislative interventions”.

 

And this is why Osapp is asking for “Increase in staffing for approximately 1000 Penitentiary Police units cut and missing in the Campania region alone following the Madia law with Ministerial Decree of 02/10/2017. Evacuation in the short term (given the structural capacity) of the 15 Campania penitentiaries for approximately 8000 inmates present, with the application of alternative measures for those arrested awaiting 1st judgment and for all those immigrants detained who could serve their sentence in the penitentiaries of their country of origin with a relative ban on entry into Italy, thanks to international agreements”.

Castaldo further explains: “Today the Campania penitentiary system is holding up, albeit with chronic difficulties, thanks to the help of figures with high managerial skills and a high sense of duty, such as the Superintendent of the Campania Penitentiary Administration, Dr. Antonio Fullone, and Dr. Carlo Berdini, director of the G. Salvia penitentiary institute of greatest importance in the Campania region and nationally for type of structure and numbers, and thanks in particular to the esprit de corps and self-denial of the Penitentiary Police personnel, just think of the huge damage suffered in recent times following the repressed riots.
Castaldo concludes: “in these conditions it is extremely difficult to guarantee the “well-being of the staff” for the Penitentiary Police Corps and consequently its “institutional mandate” provided for by law 395/90”.
