Naples. The Council of State has ruled that the mural dedicated to the baby robber Ugo Russo in the Spanish Quarters is abusive and must be removed.

The 36 square meter giant poster must be removed as the Naples Regional Administrative Court had already established over a year ago. The Municipality can now enforce the ruling and, if the condominium does not independently remove the mural, proceed with its removal and request compensation for the costs.

The Council of State - as Il Mattino anticipates - while recognizing the peculiarity of the case which refers "to a mural painting in memory of a teenager from the neighborhood who died in circumstances connected to the carrying out of a robbery", will not enter into the merits of the matter, but simply express its opinion on the building issue.

“Any other “meta-legal” consideration, which is outside the powers of the administrative judge and with respect to which this judge cannot and must not guide the decision-making task, remains outside the decision-making context,” it is explained.

"This murals It must be removed immediately since, in addition to the building issues, it has always represented a tribute to crime, having also become a destination of pilgrimage for mafia families and camorristi.
