Campania Regional Administrative Court: Stop the Limited Number of People on Posillipo Beaches, “It’s Illegitimate”

The restricted number of people and the reservation requirement for access to the Donn'Anna and Monache beaches in Naples have been declared unlawful by the Campania Regional Administrative Court.

The ruling, issued in favor of the Committees for the Free, Free and Clean Sea, condemned the Municipality of Naples and the Port Authority to pay the legal costs.

The limited access system, introduced during the pandemic and maintained even after the end of the emergency, was deemed harmful especially for unaccompanied minors and low-income families. The latter, in particular, were penalized by the limit of three weekly reservations, which effectively prevented them from freely enjoying the sea.

The Committees ' spokespersons welcomed the TAR's decision, expressing their hope that the mayor of Naples will abide by the ruling without appealing. "The bathing season is over and the next one is about to begin," they said in a statement. "We hope the mayor will demonstrate his commitment to the courts' decisions."

The Committees also criticized the practice of "free beaches by reservation", calling it an oxymoron, and announced that they will continue to fight to guarantee free and open access to the sea. Among the objectives, to combat the illegitimate extensions of beach concessions and to open access to the public coast, currently closed or privatized.

Appointment on March 29 and 30 in Naples, where the Committees will host the national conference of Mare Libero, to discuss the next initiatives to defend the right to the sea for all.
