The restriction on hours, the mayor explained, is not an arbitrary decision but the consequence of a process marked by official documents and environmental warnings. "There is a legal dispute," Manfredi recalled, "with warnings filed by citizens' committees both at the Municipality and the Prefecture. Taking into account the ARPAC findings, our legal team's position has been to extend the restrictive system."

The measure is part of a broader framework. In recent weeks, the City Council approved a resolution with guidelines to address the city's nightlife, dividing Naples into zones and establishing uniform measures regarding business closures and the sale of alcohol for takeout. This plan, for Piazza Bellini, will have to wait: legal and noise concerns still require the exception regime.
