Bagnoli-Coroglio Health Observatory launches: environmental and health data monitored

The "Health Observatory" for Bagnoli-Coroglio and the 10th Municipality, which includes Bagnoli and Fuorigrotta, has been established in Naples. The memorandum of understanding was signed today by Gaetano Manfredi, Mayor of Naples and Special Commissioner of the Bagnoli-Coroglio Site of National Interest; Vincenzo Santagada, Councilor for Health and Parks; Gaetano Gubitosa, Director General of the Naples 1 Centro Local Health Authority; and Luigi Sparano, Provincial Secretary General of the Fimmg (Italian Federation of Medical Associations).

The initiative is a collaboration between the Government's Special Commissioner for Land Reclamation, the Municipality, the Local Health Authority of Naples 1 Center, and the Italian Federation of General Practitioners. The goal is to build an analysis and monitoring system capable of correlating environmental data with the health data of the population living in the areas affected by the urban reclamation and regeneration projects.

Initially, the Observatory will focus on air quality, then extend monitoring to soil and water. Environmental parameters will be compared with health indicators through epidemiological studies and surveillance across the region.

The trial will initially focus on acute or subacute respiratory and cardiorespiratory outcomes, as well as short- and medium-term clinical and healthcare indicators. The health data will be made available by Fimmg and ASL Napoli 1 Centro in anonymous and aggregate form and integrated with information from Arin's environmental monitoring systems.

The information will be processed in compliance with personal data protection legislation and the GDPR, without publishing any information that could identify individual citizens.

The Observatory's structure includes an Institutional Steering Committee and a Technical-Scientific Committee composed of experts in the fields of healthcare, epidemiology, the environment, and statistics. A Permanent Roundtable is also planned, open to stakeholders, citizens' committees, associations, and research institutions, with the aim of promoting transparency and participation.

The protocol will be effective until December 31, 2026. Its implementation, as provided for in the agreement, will not entail new or increased financial burdens for the signatory entities.
