Procida – The framework agreement updating the management of the Vivara Island State Nature Reserve was signed on October 9, 2026, defining roles, responsibilities, and tools for its protection and use.
The Agreement renews the role of the Management Committee as the governing body and precisely defines its functions and responsibilities. At the same time, it assigns the President a central role of institutional representation, promotion, and coordination with the Ministry and other institutions.
The law, introduced after the Ministerial Decree of December 2, 2019, stipulated that the agreement be signed within sixty days, was signed less than six months after the inauguration of President Rosalia Santoro, appointed by the Minister on March 26, 2026.
The main objectives include environmental protection, scientific research, environmental education, enhancement of the Reserve, and regulated public use. The new Agreement places particular emphasis on the relationship with the local area, the Campania Region, and, explicitly, the Municipality of Procida, a key institutional partner for managing the area.
"This is a fundamental achievement, because the Reserve finally has the institutional and management framework it has been waiting for for years, updated to current legislation and capable of fully defining its organizational structure." — Rosalia Santoro
"We have worked intensely since our inauguration to restore clear rules, clear responsibilities, and a forward-looking structure. The new Convention does not represent a point of arrival, but rather the concrete beginning of a new phase for the Reserve." — Rosalia Santern
"I would like to particularly emphasize the importance of the relationship with the Mayor and the Municipal Administration of Procida, because I consider the Municipality the closest and most important institutional interlocutor for everything concerning the Reserve's connection with the territory." — Rosalia Santoro
"I have found in Mayor Luigi Muro a willingness to engage in dialogue and institutional discussion that I consider invaluable. With him, the City Council, and the entire Administration, we want to build an increasingly stable and effective relationship, respecting our respective roles and with a common goal: to protect, safeguard, and enhance the Reserve, strengthening its ties to Procida and its community." — Rosalia Santoro
The Agreement will last five years, renewable for a further five years, and will provide the regulatory basis for the progressive completion and updating of the Reserve's entire organizational, administrative, and regulatory structure, allowing it to operate within a framework of full institutional clarity.
"From today, we can continue with even greater determination to strengthen environmental protection, scientific research, environmental education, regulated use, and enhancement of the Reserve," the President concludes. "We will continue to work in collaboration with all the institutions involved in safeguarding the Isola di Vivara State Nature Reserve." — Rosalia Santoro
