Baia Donn'Anna confirms Bagno Elena and Ideal; Romeo Alberghi opens on Monache Beach.

Naples – The evaluation phase of the technical and financial bids for the three lots put out to tender by the Port System Authority for the management of two of the most popular stretches of coastline in Posillipo has concluded: Baia Donn'Anna and the beach adjacent to Spiaggia delle Monache, both located near the historic Palazzo Donn'Anna.

The concessions will last two years and, barring any surprises during the final administrative checks, outline a framework consisting of two confirmations and a significant change in the management of the area's beach resorts.
Bagno Elena maintains one of the lots of Baia Donn'Anna

The first lot of Baia Donn'Anna, covering 1.183 square meters, has been provisionally awarded to Bagno Elena, the beach's historic concessionaire.

The company remained the only competitor after the exclusion of Blu Beach Spa, a company based in Lombardy, due to the lack of certain documents required by the tender.

The project submitted by Bagno Elena received the highest score, 22 points, for the quality of the proposal and management plan. Financially, the company offered an annual rent of €53.015, representing a 1.404% increase over the starting price of €3.525 per year, plus a 50% regional tax.

Ideal prevails after the confrontation with Palazzo Petrucci

The competition for the second lot of Baia Donn'Anna, covering 1.154 square meters, was more competitive.
The bidding war was between Lido Ideal, the outgoing manager, and the Even More company of Edoardo Trotta, owner of the Palazzo Petrucci restaurant which overlooks the beach.

After an initial exclusion due to insufficient documentation, Even More was readmitted by the Regional Administrative Court (TAR) through a precautionary decree. In the end, however, Lido Ideal prevailed, thanks primarily to the higher score it earned for its previous experience and certifications.

The winning bid is for an annual rent of €67, representing a 1.800,71% increase over the starting price of €3.524.

Even More had submitted an even higher bid, an increase of 2.100%, but the commission found that the calculation had been made using an incorrect starting price of 3.204 euros instead of 3.524 euros.

The new Romeo Alberghi on the beach of the Monache

The main development that emerged from the procedure concerns the 504-square-meter lot located next to the free Monache beach.

The winning bidder was Romeo Alberghi Srl, a company in the group headed by entrepreneur Alfredo Romeo, which has a share capital of approximately one million euros and over 130 employees.
The company, whose sole shareholder is Romeo Partecipazioni Spa, has overcome competition from Bagno Sirena, the historic manager of the beach.

In this case too, the project proposal received the maximum score expected, 22 points. The financial offer was also crucial: Romeo Alberghi proposed an annual rent of €127, a 3.502,85% increase over the starting price. Bagno Sirena's offer was a far cry from the €20 offer.

Now checks and final awards

Before the new concessions can actually be launched, the final administrative checks required by law will be necessary. Only after these checks have been completed will the final awards be made, and the concessionaires will be able to install equipment and services on the beaches.
Among the new features for summer 2026 will also be an expansion of the free beach area at Baia Donn'Anna compared to last season.

The dossier on moorings and buoys is also underway

Alongside the finalization of the beach concessions, the Port Authority has begun discussions with the City of Naples and the Port Authority to schedule future tenders for moorings and buoys along the city's coastline.

The concessions currently being extended will expire on December 31st, and the goal is to speed up the process for new procedures.

"We are working to ensure that the tenders can begin as early as July," declared Port Authority President Eliseo Cuccaro.
