

The ecological island of Qualiano
Qualiano – They paid cash bribes to transform the municipal recycling center into an illegal landfill, evading all controls on the traceability of hazardous waste. This is the corruption and environmental crime scheme uncovered by the Carabinieri of the Giugliano in Campania Company. Coordinated by the Public Prosecutor's Office at the Naples North Court, they executed a suspension order against three employees of the Municipality of Qualiano from holding public office.
The operation represents the culmination of a comprehensive investigation launched in June 2025. The Carabinieri's investigation was triggered by a complaint filed by the mayor of Qualiano, who was suspicious of reports of repeated and illegitimate requests for money from residents for access to the municipal waste collection center, a service that has always been provided completely free of charge to residents.
The technical activities and investigative findings conducted by the Carabinieri have shed light on the irregularities in the management of the facility. According to the charges brought by the Norman magistrates, the three municipal employees—in collusion with 13 other individuals registered as suspects—allowed access to the facility to private individuals and various companies without any environmental authorization.
Huge volumes of special and hazardous waste were thus dumped inside the recycling center: electrical and electronic equipment (WEEE), plant waste from pruning, and large loads of ferrous material.
The compliant employees completely omitted the identification of those who delivered the material and the recording of the traceability data, pocketing sums of cash under the table in exchange.
The crimes charged to varying degrees by the Prosecutor's Office, led by Prosecutor Domenico Airoma, range from corruption in the performance of one's duties and acts contrary to official duties, to embezzlement, and to the illegal disposal and storage of hazardous waste without the required authorizations.
Since this is a precautionary measure imposed during the preliminary investigation phase, those affected are presumed innocent until a final conviction is issued.
