The phenomenon of cars with foreign license plates being used in Italy, known as esterovestizione (foreign-license registration), could see a decisive turning point with the new Highway Code currently being discussed by the Ministry of Infrastructure and Transport. The basic text, currently being consulted with industry associations, introduces the requirement for those who regularly use a vehicle with foreign license plates to register it in the Register of Vehicles with Foreign License Plates (REVE) and to purchase Italian or authorized insurance coverage in Italy.
This measure is designed to combat the misuse of foreign-registered cars, a phenomenon particularly widespread in Southern Italy, particularly in Campania and Naples, as undersecretary Tullio Ferrante emphasized. The goal is to ensure greater traceability and compliance with Italian regulations, preventing the evasion of insurance and tax obligations.
The Prefect of Naples, Michele di Bari, has already ordered targeted checks to identify vehicles with fictitious registrations, imposing fines and administrative seizures. In 2018, the Security Decree introduced bans on the circulation of foreign vehicles owned by Italian residents. These bans were later strengthened by Article 93-bis of the Highway Code, which limits the use of foreign vehicles beyond three months of residence and requires registration for those driving foreign vehicles for more than 30 days per year.
The final draft of the new Highway Code is expected by October 14, 2026, following discussions with associations that must provide their opinions by September 13. If approved, these rules will mark a significant crackdown on a phenomenon that has fueled debate and enforcement difficulties across the country for years.
