Castellammare, canteen contract used to "place" bosses' relatives

Public contracts used as "employment centers" for the wives, nieces, and relatives of well-known clan members: a common criminal practice, never stopped by the municipality. This also happened in Castellammare di Stabia during the administration of Mayor Luigi Vicinanza, which was dissolved due to Camorra infiltration.

The incident—documented in the investigation report that led to the dissolution—reveals how public spending in Castellammare di Stabia was colonized and used as a welfare hub for organized crime leaders. It concerns the awarding of a major school lunch contract to GLM ristorazione srl.

A contract with a starting bid value of €9.135.000,00, published on the Tuttogare portal on March 05, 2025 and included in an overall financial framework of approximately €12 million.

A multi-million dollar deal intended to prepare and serve daily meals for the city's preschools and elementary schools ended up in the hands of a company headquartered on Via Schito and employing 34 people. A company whose formal leadership conceals a series of serious legal issues and whose hiring lists perfectly match the organizational charts of the Camorra clans ruling between Castellammare di Stabia and Torre Annunziata.

The 9,1 million cake and the passing of the baton to the convicted

The corporate structure of GLM Ristorazione srl is governed by two of the daughters (holding 35% of the shares) as sole director and manager. The remaining shareholding is divided into equal shares of 32,5% between two other sons. The true history of the company emerges by reconstructing the chain of contributions and notarized deeds of sale. GLM is the direct heir of the sole proprietorship of Ferdinando Parmentola (born in 59), father of the current director, Libera Parmentola. Through progressive business contributions and sales, management of the business formally passed from the father to his sons.

The reason for this family and corporate "transformation" is a specific judicial event. On February 12, 2012, Ferdinando Parmentola was arrested following a precautionary detention order issued by the investigating judge of the Avellino Court. Investigations by the Carabinieri Provincial Command and the Labor Inspectorate uncovered a brazen system of ongoing extortion against his own employees.

Parmentola included the contractual amounts on the paychecks but handed workers significantly lower and reduced sums, withholding allowances and benefits. Anyone who dared to protest was threatened with immediate dismissal. And the threats were promptly carried out against those who refused to comply with the system.

The extortion ploy to win public tenders

As the Prefecture's 007 agents noted, Ferdinando Parmentola's illicit behavior wasn't just about profiting off his workers. By drastically reducing labor costs through extortion, the entrepreneur was able to submit unbeatable low bids in public procurement tenders, overwhelming and ousting competing firms that were operating within the law.

The gunshot warning on Via Schito: "PUT DOWN THE DIRTY MONEY"

That Ferdinando Parmentola remained the hidden master and the actual de facto manager of GLM Ristorazione srl, beyond the formal ownership of the company to his young sons, is confirmed by an episode of blood and lead that occurred during the tender process.

On the morning of November 8, 2024, at the company headquarters at Via Traversa Schito 33, a commando of unknown gunmen fired eight shots. The bullets struck three commercial vans used to transport school lunches and pierced the premises' shutters. An unmistakable spray-painted message was left on the windows: "PUT DOWN YOUR DIRTY MONEY."

The use of the masculine gender ("Sporco"), the prefectural inspectors note, has a very clear revealing value: the extortionate or retaliatory message is not addressed to the young daughters or the formal administrator Libera Parmentola, but to the real owner of the company, Ferdinando Parmentola, proving that the sale of the company was a mere makeover to overcome the entrepreneur's legal troubles.

But the most sensational discovery made by the Access Commission while analyzing the INPS contribution records concerns the list of employees hired by GLM Ristorazione srl to manage the canteen service. Rather than the organizational structure of a private company, the employee register appears to be a veritable "welfare support" intended for family members and top-level affiliates of the Castellammare di Stabia and Vesuvius Camorra.

In their report, the ministry inspectors list a dozen names, primarily daughters and wives of prominent Camorra figures in Castellammare and Torre Annunziata. Among these names is the daughter of Antonio Elefante (aka Muzzarella), a high-ranking member of the D'Alessandro clan and first cousin of the father of the resigning former city councilor Gennaro Oscurato. The woman is the sister of Carmela Elefante, considered an integral member of the D'Alessandro clan and subject to a pre-trial detention order in May 2025 for mafia association along with her husband Vincenzo D'Alessandro, the clan's regent and son of Michele D'Alessandro.

The relationships with the Gionta and the Gallo-Cavalieri

The pollution from the GLM Ristorazione organic waste plant doesn't stop at the borders of Castellammare di Stabia, but is linked to the most dangerous organized crime families in Torre Annunziata.

This case also includes the daughters and wives of prominent criminals from the Gionta and Gallo-Cavalieri clans. There's also a woman convicted by a final sentence from the Naples Court of Appeal for conspiracy to commit personal injury.

The reassurances of the managers and the merciless conclusion of the inspectors of the Ministry of the Interior

Faced with this colossal web of connections and relationships with the leaders of three of the most famous Camorra organizations in Campania, the position of the bureaucratic leaders of Palazzo Farnese appears disconcerting.
Formally questioned by the Access Commission regarding the awarding of the €9,1 million canteen service to GLM Ristorazione srl, the Authority's management, and in particular Izzo, stated that two companies had participated in the tender and that GLM, as the outgoing company, had been re-awarded the service.

The manager assured the inspectors that the company carried out "all necessary checks" and that the director of contract execution (DEC) did the same, guaranteeing that "he had never received any complaints from families or school principals."

The final reply signed by the Prefecture's 007 agents at the end of the analysis of this chapter is a dry and lapidary statement that leaves no room for any reply: "What has been said does not merit further comment."

For the Ministry of the Interior and the Extraordinary Commission, the case of the school lunches awarded to GLM Ristorazione demonstrates that the municipal administration of Castellammare di Stabia allowed the institution's most lucrative contract to be transformed into a cash machine and a source of income for Camorra families, becoming one of the many critical issues that led to the dissolution of the municipal council for mafia infiltration.
