Naples – The Municipality has unblocked hiring: a major plan to create 87 permanent positions by 2027. After years of hiring freezes and staffing shortages, the Authority is allocating resources to strengthen its financial offices and the Local Police Department.
Palazzo San Giacomo is trying to turn the page. After years of staff hemorrhaging, the municipal administration has begun procedures for a massive plan to hire permanent staff, intended to breathe new life into a chronically struggling administrative system.
The turning point was made possible by the approval of the adjustment budget, approved by the City Council last month. This decisive step freed up new financial resources to invest in human capital. The project was formalized with the reorganization of the Three-Year Personnel Requirements Plan, recently presented to the trade unions.
Specifically, the plan calls for the recruitment of 87 new non-managerial staff starting in 2027, in addition to the crucial 24 managers. This overall package of over one hundred hires addresses the structural shortage that is weighing down the management of services.
Specific positions have been advertised for the 2027 competitive exam: 10 Administrative Officers and 12 Economic-Financial Officers are sought to oversee the accounts. On the operational front, the bulk of the contingent will be for the Local Police and accounting departments: 20 Local Police Officer Instructors are expected to strengthen territorial control and 16 Accounting Instructors. The roster is rounded out by 17 Administrative Instructors, 12 of whom were recruited through mobility and 5 through a public competition.
One of the most significant and anticipated developments is in the Management Area. The announcement includes 24 new positions, but with a cultural shift: 40% of the positions are reserved for internal professional development.
The unions expressed satisfaction, particularly Agostino Anselmi (CISL Fp), who emphasized that the new procedure finally eliminates the old requirement that municipal officials had five years of external management experience to apply for the higher rank. This change of pace rewards skills developed on the ground within municipal structures.
While the climate is open to dialogue, the unions are not letting their guard down. Francesca Pinto (CSA) and Danilo Criscuolo (FP CGIL) call the discussion a strategic step to fill the gaps created by the lengthy turnover, but they emphasize priorities that can no longer be postponed.
The organizations have submitted formal requests to accelerate recruitment in social services, where the remaining staff are now at the brink of burnout. They also request the immediate review of the current rankings of Technical Officers to urgently address the regional emergency related to the bradyseism phenomenon in Campi Flegrei.
