Aversa - A structure constructed without permits, construction waste disposed of directly on the land, and traces of previous illegal burning. This is what the Marcianise Forestry Carabinieri discovered during a check in the area surrounding the Aversa racetrack, in the province of Caserta. Upon completion of their investigation, the officers proceeded to seize the entire property, including the illegal construction, the waste, and the vehicle used for the work.
The intervention was triggered by a report of possible waste fires in the area. Upon reaching the area, the Carabinieri Forestali identified a dirt road, accessible through a gap opened on Viale Olimpico.
Inside was a recently constructed structure, with a surface area of approximately 250 square meters. The structure, constructed with wooden poles and enclosed by sheet metal and insulated panels, lacked the necessary permits, according to the investigations.
During the inspection, officers discovered two people in work clothes using a Bobcat to level the ground with construction waste. The debris consisted of inert materials, including fragments of concrete, bricks, tiles, and ceramics, deposited directly on the natural soil.
The two individuals reportedly failed to produce authorization documentation relating to the ongoing operations and the management of the materials found.
During the inspection, three iron bins containing ash and plastic residues were also identified, believed to be from previous waste combustion operations.
Further investigations conducted by the Aversa Municipal Technical Office confirmed the nature of the land affected by the work. The parcels involved, both due to the presence of the structure and the waste management, are registered to the State and are designated as public green space, a classification that prohibits construction in the area.
Based on the evidence gathered, the Carabinieri Forestale charged the individuals identified on site with alleged crimes relating to the illegal burning of waste, the unauthorized disposal of non-hazardous special waste consisting of construction aggregates, and the construction of an illegal building, with a change in urban planning use.
The charges also include the illegal occupation of public land for profit.
The military then proceeded to seize the entire property, the illegal structure, the waste present, and the Bobcat used for the work. The individuals involved have been reported to the judicial authorities. The alleged responsibilities will be determined in the subsequent phases of the proceedings.
