A concrete path to independence, with the support of social services, access to housing, and new job opportunities. Naples has launched an institutional pact to promote the reintegration of people who have left prison or are serving their sentences outside, especially those living in conditions of severe marginalization or are homeless.
The Memorandum of Understanding was signed by the City of Naples, the Campania Interdistrict Office for External Penal Enforcement, the Regional Penitentiary Administration Office, and the Naples Surveillance Court. The goal is to build a coordinated network of interventions capable of supporting individuals in rebuilding their life plans.
The agreement provides individualized support and inclusion programs, involving the Department of Social, Youth, and Employment Policies and the municipal Welfare Department. The collaboration between the institutions aims to facilitate access to local services, strengthen citizenship rights, and overcome obstacles that can hinder a return to independent living.
Among the priorities are addressing housing hardship, along with access to employment opportunities and alternatives to detention. Interventions are designed to support those in vulnerable situations and reduce the risk that social and economic hardship could lead to a return to the criminal justice system.
"With this Memorandum of Understanding, we are strengthening a model of institutional collaboration that puts individuals and their right to a second chance at the center," emphasized Councilor Marciani.
"Ensuring a path to social inclusion for those leaving the criminal circuit means investing in their dignity, individual autonomy, and community safety," he adds, highlighting the need to create effective opportunities for reintegration and participation in community life.
For the councilor, those who have completed a sentence or are serving it outside of prison must be able to count on concrete tools to start over, starting with housing, employment, and access to local services. This commitment aims to combine support for individuals with collective security, through an institutional network dedicated to ensuring that those experiencing vulnerability are not left behind.
