Speed bumps, more effective signage, adequate lighting, and a greater presence of the Municipal Police. These are the requests made by the Colli Aminei Road Safety Committee during the meeting of the municipal Infrastructure, Mobility, and Civil Protection Commission, chaired by Aniello Esposito. At the heart of the discussion was road safety in the neighborhood and in the hospital area, where, according to the Committee, twenty accidents have occurred in the last eighteen months.
Committee representative Vittorio Montanino called for action on the seven sections considered most dangerous, from the top of the Colli Aminei to the CTO curve. Democratic Party city councilor Gennaro Acampora also drew attention to one of the critical points, pointing out the lack of bollards on the stretch toward the city center and calling for more adequate signage between number 100, at the intersection with Via Nicolardi, and number 40, near the Carabinieri station.
The Committee, which represents a neighborhood of approximately 35 residents, also called for a more constant police presence at the intersections of Via Nicolardi and Viale dei Pini, at least during the morning hours. Among the critical issues reported was street lighting, which in some places is reportedly insufficient due to the presence of trolleybus poles.
Regarding interventions, Edoardo Fusco, head of the Road Infrastructure and Technology Area, explained that the signage is present, although not recent, and that checks will be carried out to identify any need for updates. Raised crossings are not currently planned, but will be assessed by a working group within the General Directorate, depending on the road's characteristics. The LED lighting system, installed in 2022, may be integrated into less well-lit areas.
However, staffing shortages limit the ability to strengthen patrols. The Stella Local Police Department reported that available resources allow for only one patrol in the morning and one in the afternoon, including patrols in front of the Mameli Zuppetta elementary school, located around a bend in the road and at a major traffic hub heading toward the hospital area.
The Local Police's Road Accidents Section also provided clarification regarding post-accident procedures: after each accident, the state of road signs is reported to the relevant department. The downhill layout of the road, it was explained during the meeting, encourages high speeds and contributes to collisions and rear-end collisions in particular. Since 2023, however, no fatal accidents have been recorded in the area, which ranks 35th in the city in terms of accidents. Inspections are still planned at the most critical points to plan any structural repairs.
During the debate, Councilor Anna Maria Maisto of Insieme Noi Sud Napoli Viva reiterated the problem of the police shortage, emphasizing that immediate action can be taken, particularly on signage and speeding measures.
The meeting also addressed the situation on Viale Maria Cristina di Savoia, where residents are calling for the restoration of a bus service and the establishment of blue lines to regulate parking. Stefania Scarciglia, president of the Residents' Committee, described the inconveniences related to the lack of transportation, illegal parking, and vehicles driving in the wrong direction during school hours. The area is also popular due to the presence of medical facilities and a school.
Edoardo Fusco noted that this is a secondary road and that the Municipality has requested support to evaluate the introduction of paid parking. The Highway Code, however, imposes specific conditions for both blue lines and bus traffic, two solutions that could be incompatible in this context. According to Fusco, it would be preferable to prioritize the passage of public transportation, especially since parked cars could impede emergency vehicles.
The possible reactivation of the bus line will be further explored, including usage and frequency, in light of the new contract, which will define commitments and costs. Meanwhile, ANM General Director Francesco Favo noted that trolleybus line 204 is heavily used and that new electric and air-conditioned vehicles are expected, which are already being purchased. The service was suspended during the summer because the currently available vehicles are not equipped with air conditioning.
