The calculation seemed unbeatable on paper: €1.300 a year to move a work van versus the €3.500 demanded by traditional insurance companies. A net savings of €2.200, the equivalent of salaries or months' worth of fuel.
In Naples and its province, where third-party liability insurance premiums are reaching historic highs, the shortcut of registering a vehicle abroad has for years been portrayed as a legal trick, a legitimate escape from the high cost of living. Today, however, that shortcut has been interrupted by a lowered shutter and a phone number ringing unanswered.
"I was doubly scammed," a driver told TGR Campania, one of the many drivers caught in the loop. His van, essential for daily operations, has a license plate bearing the initials of Poland. When his contract expired, he looked for the agency to renew his documents, but found no answer: "I called to find out what to do, but they no longer answered. I went in person and everything was closed."
The fear now is not only that of having lost the money paid, but of driving a vehicle that, at every checkpoint, risks being clamped and confiscated.
The motorist's story isn't an isolated one, but rather a warning sign of a mass phenomenon reaching breaking point. For years, the mechanism operated through intermediary firms: the car was fictitiously sold or registered to a company based in Warsaw or Krakow, and then reassigned to the Italian owner on a long-term lease. This ploy was designed to evade the application of Italian third-party liability insurance rates, but also to avoid road tax, super-taxes, and fines.
The first flaws in the system emerged on two distinct but converging regulatory fronts. On the one hand, the Italian government's crackdown, which with the introduction and constant tightening of Article 93-bis of the Highway Code, prohibited Italian residents from driving foreign-registered vehicles for more than 30 days without registration in the REVE (Registro Veicoli Esteri, or Foreign Vehicle Register). On the other, cross-checks by the Polish supervisory authorities (KNF) and IVASS in Italy, which exposed several unauthorized agencies selling worthless policies or policies never registered with their parent companies.
The crux of the emergency is legal and financial security. Hundreds of drivers discovered too late that the document displayed on the dashboard offered no real protection. In the event of a serious accident, the driver bears full civil and financial responsibility, exposed to compensation that can wipe out their life savings.
"Many people who have come to our agency have encountered exactly this problem: they've realized they've never been covered by insurance, or they've found the shutters of the places they've trusted closed," explained Cosimo Principe, owner of a local car registration agency. "We're seeing a surge in requests from citizens who had cars or motorcycles with Polish plates and are now desperately asking to return to Italian ones."
The return to legality, however, promises to be an obstacle course. To re-register a car in Italy, you must unblock the original deregistration documents from the foreign registry—often left behind among the papers of agencies that are now untraceable—prove legal ownership, and re-submit the registration procedures at the Civil Motorization Office.
A lengthy and far from cost-effective process, which risks completely wiping out the illusory gains accumulated over the past years. For many Campania drivers, the story of foreign license plates ends here: between the fear of fines, the nightmare of having to pay for an accident out of pocket, and the certainty of having to shell out thousands of euros to get their vehicle registered.
