Bridges, illegal construction, and degradation in Mickey Mouse Park
Illegal building and urban decay are once again turning the spotlight on the eastern outskirts of Naples. This time, the reports come from the so-called "Mickey Mouse Park," a residential complex on Via Carlo Miranda in Ponticelli, where several residents are reporting a situation that, they say, has progressively worsened over the years.
Residents collected photographs and documentation and decided to contact Green-Left Alliance MP Francesco Emilio Borrelli, who was given a dossier on the alleged irregularities in the area.
The images reportedly reveal a series of interventions and occupations that, according to citizens' complaints, have altered the intended use of common spaces and areas intended for free use.
Among the situations highlighted in the dossier are porticos of buildings that were apparently incorporated into residential extensions or used for commercial activities, as well as concrete and masonry structures built directly on the sidewalks.
These structures, according to residents, would end up restricting pedestrian passageways and, in some cases, demarcating portions of public land as if they were private property.
This transformation of the spaces is fueling protests among those living in the complex, who are demanding inspections to ensure the work is carried out properly and the occupations are legal.
The report also identifies other situations deemed worthy of investigation. These include the presence of what residents describe as an improper car wash, as well as several buildings used as dog pens.
Precisely on this last aspect, it is also necessary to ascertain the hygienic and sanitary conditions of any animals present in the facilities.
Naturally, these are reports that will need to be verified by the competent authorities through on-site inspections and investigations.
Borrelli responded to the residents' appeal and announced that he would file a complaint with the relevant authorities.
"The map of illegal building in Ponticelli is growing larger every day, due to the total lack of controls that over the years has fueled the arrogance of the usual suspects," the MP claims.
Borrelli reports having addressed the concerns of residents, who are asking to be able to live in a context where common and public spaces are not transformed or occupied without the necessary permits.
"The decent citizens of 'Mickey Mouse Park' who feel abandoned ask only to live legally, without having to endure the uncontrolled privatization of sidewalks and condominium spaces or tolerate illegal activities just steps from their homes," adds the MP.
The initiative now aims to obtain an inspection of the Via Carlo Miranda area. The objective stated in the complaint is to verify the nature and legality of the reported structures, identify any unauthorized occupations, and, where violations are found, proceed with the restoration of the site.
"Based on the material received," Borrelli concludes, "I have filed a detailed complaint requesting an immediate inspection, the identification of all illegal structures, and the restoration of the site, while also paying attention to the protection of the animals present in the area."
Now it's up to the authorities to investigate. On-site inspections and technical checks will determine which of the situations reported by residents actually constitute irregularities and what measures, if any, should be taken.
