The City of Naples is holding a public competitive examination to hire 110 full-time, fixed-term, non-managerial positions to strengthen local social services.

  • vacatio incolumitatis and absence of procedures impeding hiring,
  • regular placement with respect to military obligations for male candidates (if applicable).

For each profile there are specific qualification requirements:

  • ASS/D_2026: Qualified social worker diploma, or degree or equivalent diploma in Social Services, + registration in the Register of Social Workers.
  • PSI/D_2026: degree or diploma in Psychology (with professional license and registration in the Register of Psychologists).
  • EDUP/D_2026: degree in Educational Sciences or equivalent qualification/qualification as a professional socio-pedagogical educator, with possible professional qualification.

The conditions for the equivalence of foreign qualifications are indicated in the announcement: foreign qualifications are admitted if declared equivalent or equivalent, following a recognition procedure.

Contract, positions and headquarters

Number of positions: A total of 110 full-time, fixed-term positions, at non-managerial level, in the Department of Officials and Highly Qualified Personnel. Breakdown: 51 for Social Workers, 35 for Psychologist Officers, and 24 for Professional Educators. Location: Naples, Campania, with assignments to be performed within the Municipality of Naples. Term of employment: 2 years.

How the selection works

The procedure is based on an exam-based competition: qualifications are not considered for scoring purposes, unless otherwise specified by law. A single written test, differentiated by competition code/profile, is administered in person and using computerized tools. The exam consists of 60 multiple-choice questions to be answered in 60 minutes, with a maximum score of 60 points.

Composition of the test:

  • 45 technical-professional questions,
  • 5 questions on ICT and digital skills,
  • 5 English language questions,
  • 5 situational questions on transversal and aptitude skills.

Scoring is achieved using standard criteria: +1 for each correct answer, 0 for no answer, and -0,30 for an incorrect answer. The administration reserves the right to publish a database for technical-professional questions; if published, the correct answer will not be indicated.

Test schedule and location: will be communicated on InPA at least 15 days before the test date; these communications are considered legal notification. To take the test, you must present a valid ID, tax code, and payment receipt.

The final ranking will be drawn up for each code and published on InPA and the Municipality of Naples website. The top positions will be considered winners and may be called for appointment, taking into account any reservations and necessary administrative checks.

Deadline and how to apply

The application deadline is October 12, 2026, at 11:59 PM. Applications must be submitted exclusively through the InPA Portal, from September 23, 2026, to October 12, 2026, by 23:59 PM. To apply, you must log in with SPID, CIE, CNS, or eIDAS, complete your CV online in the application form, select the competition/profile, and provide the requested information. For each profile applied for, there is a €10,00 competition fee, payable online. It is possible to apply for multiple competition codes, but the relevant fee must be paid for each profile, and the tests may be held on the same day or at overlapping times.

It's also important to provide a valid certified email address (PEC) or digital address when applying. Candidates with disabilities or learning disabilities (SLD) require specific documentation issued by the relevant authorities.

Before submitting your application, please check:

  • the actual availability of financial resources for hiring and the validity of the positions, given that hiring depends on budgetary constraints;
  • the correspondence between the qualification and the chosen profile (ASS/D_2026, PSI/D_2026, EDUP/D_2026);
  • registration in the competent professional register where required (Social Worker, Psychologist) and the qualification requirements;
  • availability to attend the tests on the date and at the place indicated, with the required documents;
  • to include the receipt of payment of the competition fee for each profile for which you are applying;
  • attach any documents for disabilities or DSA if necessary;
  • to use a valid and up-to-date certified email address or digital address for official communications.

Useful notes: The final rankings and official announcements will be published on InPA and in the Transparent Administration section of the Municipality of Naples. The rankings are effective for three years from the date of approval and may be subject to reservations for Armed Forces volunteers or those completing civil service.

Finally, a practical note: for hiring, the administration specifies that the question bank, if published, may not provide correct answers and candidates will have to rely on the questions presented during the exam.
