Minister Nello Musumeci
Rome – A long-term strategic plan that focuses on prevention rather than sudden emergency management. This is the thrust of the new measure for the Phlegraean Fields presented at Palazzo Chigi by the Minister of Civil Protection and Maritime Policies, Nello Musumeci, at the end of the Council of Ministers. This package of measures combines immediate economic support for residents with a ten-year urban planning and structural vision.
Among the main changes are significant benefits for residents. A suspension of taxes and contributions has been established from July 31st to November 30th, 2026, accompanied by a suspension of mortgage payments from July 31st, 2026, to December 31st, 2027.
Furthermore, to protect struggling tenants, the government has provided a two-year extension for residential leases expiring between October 2026 and October 2027, for families with an ISEE income of less than €28 (provided they do not already have an eviction order). Contributions and compensation for affected businesses will be assessed on a case-by-case basis by the Special Commissioner through independent measures, based on the availability of resources.
The financial heart of the law is based on a multi-year fund of €1 billion distributed over 10 years, monitored annually by Parliament. In terms of urban planning and land security, the plan introduces a ban on the construction of new buildings, imposing restrictions on land use for both residential and industrial purposes.
Among the most significant steps is the voluntary and incentivized relocation of the most vulnerable properties located in areas with the highest bradyseismic risk. "It's a highly politically sensitive issue," Musumeci emphasized, "but a long-term law must have the courage to address it. Let's not wait for this exceptional situation to become a catastrophe."
From a practical management perspective, the plan's implementation will be headed by a single commissioner, identified as the President of the Campania Region, who will operate within the framework of the service conference and be responsible for the timelines and methods of implementation.
"This isn't a law for emergency management, but a structural prevention plan, and this is what defines its political identity," Musumeci concluded, guaranteeing constant parliamentary oversight of the progress of the work year after year.
