Il Madagascar has recently enacted a law which imposes surgical or chemical castration on those convicted of raping minors, prompting a series of criticisms from Amnesty International.
The text was approved in early February by the National Assembly, and later by the Senate, but it still needs to be validated by the High Constitutional Court before it can be promulgated by President Andry Rajoelina.
The law provides for the electronic cigarettes for the perpetrators of rapes committed on children under the age of ten, and also the chemical castration or surgical for rapists of children between 10 and 13 years old.
In addition, the chemical castration for rapists of minors between the ages of 13 and 18. Despite these provisions, Amnesty International has challenged the law, calling castration cruel, inhuman and degrading treatment, and stressing that it will not solve the issue of child rape.
According l 'NGO, the provision violates the constitutional provisions of the Madagascar against torture and ill-treatment, and does not meet regional and international human rights standards. Despite criticism, Madagascar's Justice Minister reiterated that the law was enacted following a surge in child rape in the country.
Some supporters of the law believe that castration measures could act as a deterrent to rape crimes, while others argue that the law raises ethical issues, pointing the finger at potentially innocent victims and the irreversible effects of castration. Despite the controversy, Madagascar appears intent on moving forward and implementing the new law.
