Bacoli, waste and illegal construction: the collection center on Via Cuma has been seized.

Bacoli – The waste collection center on Via Cuma, in Bacoli, near Naples, has been seized. The order was carried out by the Carabinieri of the Pozzuoli Forestry Unit, implementing a decree issued by the investigating judge of the Court of Naples at the request of the Naples Public Prosecutor's Office.

The measure concerns the entire property, plant, and business complex used as a recycling center and managed by Flegrea Lavoro Spa, an in-house company wholly owned by the Municipality of Bacoli. The investigation also includes the previous sole administrator, who served until April 2026, and the current sole administrator, who since 2019 has also held the position of technical manager for waste collection and transportation.

The investigation, conducted with the technical support of Arpac, Asl Napoli 2 Nord and the Municipal Technical Office, would have made

hypotheses of illegal waste management, polluting discharges and building violations emerge.
According to investigators' reconstruction, the facility initially had a health and hygiene rating limited to the management of seven types of waste. However, it was allegedly operated without the required regional authorization to continuously treat 17 different EER codes, including special, hazardous, biodegradable, bulky, and pneumatic waste.

According to investigators, the site was used not only as a collection center, but also as a transfer and compaction station for large quantities of waste. The operations were formally classified as "technical stops."

During the pressing and transhipment activities, large quantities of liquid waste with a high organic load, the so-called leachate, were apparently spilled directly onto the ground and channeled into drains connected to the public sewer system.

According to the charges, the plant was authorized exclusively for the treatment of first-run rainwater. This situation, according to the Prosecutor's Office, would have created a serious environmental risk.

The irregularities would also have caused persistent emissions of gas, fumes, and unpleasant odors, linked to the decomposition of organic fractions and the evaporation of leachate. The fumes would have reached the nearby "Parco Orione" residential complex, exceeding normal tolerability limits.

The noise impact of the activities, which reportedly began as early as 5:00 a.m. with the use of compactors, mechanical shovels, and reversing devices, was also disputed. According to investigations, the noise levels exceeded legal limits, disrupting residents' rest and daily life.

The complex, spanning approximately 3.500 square meters, was allegedly used without a certificate of occupancy and without valid building permits. Investigations revealed radical changes in its intended use, illegal subdivisions and consolidations, as well as unauthorized construction of more than 1.800 square meters.

The works were also reportedly the subject of amnesty requests that were never resolved. Violations of fire prevention regulations were also alleged.

The investigating judge deemed the precautionary seizure necessary and urgent to prevent the aggravation and continuation of the consequences of the alleged crimes, as well as to protect public and private safety.

At the same time, the Naples Public Prosecutor's Office ordered the immediate disposal of all waste present in the facility, with particular attention to hazardous, biodegradable, and rotting materials. This action will be carried out by Flegrea Lavoro, the company that manages the center. The allegations will now be verified during the investigation and subsequent phases of the proceedings.
