Casalnuovo di Napoli: Voluntary mobility for one Accounting Instructor at the Financial and Tax Department

Casalnuovo di Napoli is opening a voluntary external mobility process to fill one Accounting Instructor position; here are the requirements, location, application process, and specific deadlines.

Application deadline: October 23, 2026. It is advisable to complete the application early and check the official page for any deadlines or updates.

The Municipality of Casalnuovo di Napoli is opening an external voluntary mobility opportunity to fill one full-time, permanent position as Accounting Instructor in the Financial and Tax Department.

What is it about

This is a transfer procedure between public administrations, pursuant to Article 30, paragraph 1, of Legislative Decree 165/2001. It is not a public competition for external hiring: it is a mobility procedure that allows public employees already employed on a permanent, full-time basis by a public administration to move to Casalnuovo while maintaining their employment and legal and financial conditions. The notice published by the institution clarifies that the objective is to fill a vacant position in the Instructors' Area, for the Accounting Instructor profile, currently classified as an Instructor Area, formerly Category C, according to the new classification of the National Collective Bargaining Agreement for Local Functions. In practice, this is an internal relocation aimed at strengthening the Municipality's accounting and tax management. This position is typically involved in accounting and tax activities, with duties ranging from administrative investigations to accounting compliance, and even supporting budget and reporting procedures. The proposal is therefore aimed at those who already work in the public sector and are seeking permanent employment and a functional integration within a municipality in Campania.

The professional figure

An accounting instructor is an administrative and accounting professional responsible for local financial and tax management. Typical tasks include accounting records, revenue and expenditure control, accounting database management, preparation of administrative and accounting documents, and reporting support. In the tax field, they may be responsible for collection activities, oversight of ICI/TARI/TIAP (local property tax) procedures, and management of IT management tools. For those working in the public sector, useful skills include knowledge of local public accounting, compliance with administrative procedures, management of accounting data, use of management software, and good organizational skills and ability to work in a team with Accounting, Finance, and Tax departments. Please note that this description is general and does not replace the specific requirements outlined in the job posting.

Main requirements

  • Be an employee with a permanent, full-time employment contract at a public administration agency pursuant to Article 1, paragraph 2, of Legislative Decree 165/2001.
  • Position in the Instructors Area, former Category C, or equivalent, with the profile of Accounting Instructor.
  • Having successfully completed the probationary period at the administration of origin.
  • A five-year secondary school diploma in economics/business (e.g., Accounting, Business Administration, Finance, and Marketing) or equivalent qualification. Alternatively, a bachelor's or master's degree in Economics, Economic Sciences, or a similar field.
  • Italian or EU citizenship, except for the exceptions provided for by law.
  • Civil and political rights, no disciplinary sanctions exceeding a reprimand in the two-year period, no ongoing disciplinary proceedings, and no criminal convictions that would prevent continued public employment.
  • Psychological and physical suitability and absence of causes of ineligibility or conflicts of interest pursuant to current regulations.
  • Any consent/no objection from the transferring administration in the cases provided for by law.

This section summarizes the main requirements taken from the official text. The procedure progress page also invites you to check the full notice for details on requirements, exclusions, and self-certification procedures.

Contract, location and role

This is a full-time, permanent employment contract, with a 36-hour week, transferred through external mobility between public administrations. The assignment will be made to the Financial and Tax Service of the Municipality of Casalnuovo di Napoli (Economic and Financial Area). The transfer preserves the legal and financial continuity of the employment relationship. The institution has not specified a salary in the published text: it is specified that the salary follows the National Collective Bargaining Agreement (CCNL) for the Local Functions Sector for the Instructors Area, with any differences related to the basic salary already received and the application of specific rules. In practice, the salary is that provided for by the national contractual system for this area and role.

How the selection works

The procedure is an internal mobility: the eligibility of applications is assessed by the Human Resources Office, followed by an examining committee that will evaluate the qualifications and conduct a technical-professional interview. The total admitted score is 40 points: up to 10 points for the evaluation of qualifications and specific professional experience, up to 2 points for additional qualifications and training, and up to 2 points for specific technical skills, with an additional 6 points for motivation and professional coherence. The technical-professional interview can be worth up to 30 points, with subdivisions for professional preparation, operational autonomy, organizational skills, and motivation for the transfer. To pass the test, candidates must achieve at least 18/30 in the interview and 24/40 overall. Upon completion of the assessment, the administration publishes the list of eligible candidates in order of score, but no ranking is created for the competition with the right to advance. The transfer is subject to verification of the declarations, possible authorization from the transferring administration, and, if required, a preliminary medical examination.

Deadline and how to apply

Official deadline: October 23, 2026, at 14:59 PM. Applications must be submitted exclusively through the inPA single recruitment portal, accessing with SPID, CIE, CNS, or eIDAS. What to check before submitting your application

Before proceeding, it is useful to have at hand:

  • Updated CV with all relevant sections, including previous experience in accounting/finance, digital skills, and management of accounting tools.
  • Additional declarations required by the procedure, provided as self-certification.
  • Personal certified email address for official communications.
  • Any consent/no objection from the administration to which the applicant belongs, if required by Article 30 of Legislative Decree 165/2001.
  • Accurate documents: aptitude and willingness to relocate, any certifications or documents relating to disabilities or learning disabilities, if necessary for compensating measures in the interview.

Please note that applications submitted using methods other than inPA or after the deadline will not be accepted, and the administration may extend, suspend, or modify the procedure for reasons of public interest or regulatory constraints.

What to know before submitting your application

This is an internal public administration external mobility option, open to employees already employed on a permanent basis in another public entity. It is not an external application without a public employment contract. The transfer is subject to suitability assessments, compliance with contractual conditions, and the approval of the administrations involved. There is no guarantee of automatic transfer, but the evaluation focuses on the candidate's possession of the required qualifications and the quality of the evidence.
