Garlasco murder: Parma RIS investigators knew Stasi was innocent; evidence was not included in the trial.

Pavia – Alberto Stasi could have been exonerated 19 years ago: the Parma RIS (Investigative Research Institute) failed to submit the genetic results obtained from Stasi's bicycle pedals. Pavia prosecutor Fabio Napoleone reported this in the statement announcing the conclusion of the investigation into Andrea Sempio, accused of the murder of Chiara Poggi, which occurred in Garlasco on August 13, 2007.

The genetic profile determined on September 19, 2007, "obtained from the bicycle pedals" and attributed at the time by the prosecutor's consultants to Chiara Poggi, "had tested totally negative the following day," but of these "two electrophoresis tests" "no trace was found in any document of the proceedings/trial held against Alberto Stasi."

The data was discovered by defense consultants to "exonerate" the former Bocconi graduate, and the technical consultants of the Pavia Prosecutor's Office "confirmed" it, speaking of the "existence of the negative electrophoretic runs of September 20, 2007." In the lengthy statement, Prosecutor Napoleone explains that "an expert opinion was obtained" from experts Ugo Ricci and Pasquale Linarello "appointed by Alberto Stasi's defense" focusing on "the Raw Data delivered to the Pavia Prosecutor's Office by the Parma RIS on November 6, 2025" as part of the recently concluded investigation into Sempio.

In that “Raw Data” the two experts “detected the presence of counter-analyses (two electrophoretic runs dated 20.09.2007) of the bu_p sample (the same sample that revealed the presence of the victim's DNA on the pedals of the Umberto Dei bike and which led to Stasi's arrest) which were totally negative, counter-analyses suitable, in their opinion, to exonerate Alberto Stasi already 19 years ago, but not existing in the file” against the latter.

In other words, the Pavia Prosecutor's Office writes, "the genetic profile determined just the day before (September 19, 2007) from the only available extract taken from the bicycle pedals (exhibit bu_p) and attributed by the prosecutor's technical consultant at the time 'beyond any reasonable doubt' to the victim, was found to be completely negative the following day (September 20, 2007), when the same consultant performed new analyses. No trace of these two electrophoresis runs from September 20, 2007, and the related completely negative tracings, was found in any document of the proceedings/trial held against Alberto Stasi."

The Prosecutor's Office questioned former General Garofano, who was then head of the Parma RIS.

Thus, in their supplementary investigations into Sempio, the prosecutors, "in addition to conducting inquiries to obtain clarification from members of the Parma RIS at the time," who recently interviewed former General Luciano Garofano, "instructed their consultants Carlo Previderè and Pierangela Grignani to conduct a critical assessment of these conflicting results." And the prosecutors' experts "confirmed the existence of the negative electrophoresis runs of September 20, 2007, and, given this discrepancy, concluded that further investigation was appropriate at the time. However, recent investigations conducted by the Pavia Public Prosecutor's Office indicate that this was not carried out."
