The completely illegal activity was put down by officers from the Guardia di Finanza Naval Station in Naples.
The man was caught by the Guardia di Finanza while operating at full capacity as a maritime broker for the rental and leasing of pleasure boats, a professional figure strictly regulated by law.
According to investigators' reconstruction, the fake broker intercepted requests from visitors and clients looking to spend days at sea aboard tourist vessels. He then directed the bookings to third-party companies specializing in charters, collecting the commission.
However, this mechanism is conducted in complete violation of the Recreational Boating Code (Legislative Decree 171/2005). National legislation requires specific professional qualifications, attendance at training courses, and proper registration in the Chamber of Commerce registers to legally perform this role, protecting navigational safety and consumers.
After conducting documentary checks, which confirmed the complete absence of any qualifications or licenses, the financial police formally filed a complaint alleging unauthorized practice.
The person responsible was subject to an administrative fine ranging from a minimum of €7.500 to a maximum of €15.000.
The intervention is part of the economic and financial control plan developed by the Naples command for major sailing events in the city, with the aim of protecting regular maritime operators from unfair competition.
