Caivano, unpaid rent at the Verde park: the Court of Auditors 'asks' one million euros from the former administrators

The Carabinieri of the Caivano branch, by order of the Regional Prosecutor's Office of the Court of Auditors at the Jurisdictional Section for Campania, have notified a series of Invitations to Deduction, prepared to ascertain the financial damage to the finances of the municipality of Caivano due to the "bad management" of the "Parco Verde" public housing complex.
The countless reports transmitted by the military have documented serious negligence by the offices and the municipal administration of Caivano in the collection of rent and occupancy fees for the 750 properties in the park.
The failure to collect the above-mentioned fees, in the period between 2004 and 2008, led to financial damages of over one million euros.
The recipients of the measures are, therefore, administrators and officials of the Authority, responsible in various capacities for the administrative and technical management of that real estate. Despite the analytical guidelines imposed by the legislation, the administration has not carried out adequate control and management action aimed at resolving the long-standing problems:
– of the increasing phenomenon of illegal occupations;
– of the investigation and definition of regularization requests submitted by the occupants – with the sole exception of the one and only case relating to the singular position of an occupant, defined “with extreme expertise and promptness”;
– the collection of the aforementioned rental fees, employment benefits and legal actions aimed at recovering arrears.
The activity represents a phase of investigation of an action for liability for damage to the public treasury already started by the same Court of Auditors in the context of another dispute and concerning the same conduct reported by the Carabinieri but relating to other periods examined.
