Torre Annunziata City Council dissolved: Prefect appoints Gianfranco Tomao as commissioner

Naples—The Prefect of Naples, Michele di Bari, has formalized the dissolution of the Torre Annunziata City Council and the appointment of a prefectural commissioner. The decision follows the resignation of Mayor Corrado Cuccurullo, submitted on May 5th, which became effective and irrevocable today, after the expiration of the twenty-day period required by law.

With a measure adopted today, the prefect suspended the City Council and entrusted the interim management of the municipality to Dr. Gianfranco Tomao, a retired prefect with extensive experience in senior roles at the Ministry of the Interior and in the prefectures of Cosenza and Livorno, as well as on numerous anti-mafia commissions.

The spark: May 5th and the words of prosecutor Fragliasso

It all began on Tuesday, May 5, during the ceremony marking the start of the demolition of Palazzo Fienga, a historic symbol of the Gionta clan's power in Torre Annunziata. In the presence of Interior Minister Matteo Piantedosi and Infrastructure Minister Matteo Salvini, Torre Annunziata's Public Prosecutor, Nunzio Fragliasso, delivered a forceful public statement.

"After the 2022 dissolution and the appointment of a special commissioner, I would have expected a leap forward from the company and the administration, with a strong sign of discontinuity, which I am still waiting for," Fragliasso said. "Instead, I still see too many shadows and too few lights, too much ties to organized crime, too much unacceptable inertia and even illegality within the municipal administration itself." A few hours later, Mayor Corrado Cuccurullo—elected in the spring of 2024 at the head of a center-left civic list—resigned, declaring his resignation irrevocable.

Cuccurullo: "I am not withdrawing my resignation. I am requesting a meeting with the prosecutor."

In the following days, the mayor repeatedly confirmed his decision, while publicly requesting a meeting with the magistrate. In a square crowded with about two hundred people in the historic center, next to the rubble of Palazzo Fienga, Cuccurullo declared: "I will withdraw my resignation if there is a meeting with Prosecutor Nunzio Fragliasso, otherwise I will resign. I am not attached to my position. […] I have never been subjected to criminal pressure.

The attack I received is political. I remain a free man." He also emphasized: "The facts being investigated, if confirmed in the proper forums, would certainly constitute a serious matter. However, it remains essential that all responsibility be ascertained in the appropriate forums, with full adversarial proceedings between the parties." At the same time, an investigation has emerged into two Democratic Party city councilors for inflated reimbursements and attendance fees.

A municipality with a past marked by the Camorra

Torre Annunziata is no stranger to profound institutional crises. The municipality has been dissolved twice due to Camorra infiltration (1993 and 2022) and once due to a political crisis (2007). The 2022 dissolution followed the resignation of Democratic Party mayor Vincenzo Ascione, following investigations that led to the arrest of a technical office manager and the emergence of alleged ties to members of the Gionta clan in public procurement.

In January 2026, Prefect Michele di Bari himself appointed an access commission to verify any attempts by organized crime to infiltrate the municipal administration elected in 2024. The matter is still being examined by the Interior Ministry: in the event of dissolution due to mafia-related allegations (Article 143 of the Consolidated Law on Local Authorities), the elections could be postponed by two years.

What happens now

With the appointment of Gianfranco Tomao, the Municipality of Torre Annunziata has been placed under special administration. The retired prefect—an expert in security and anti-mafia procedures—will be responsible for ensuring administrative continuity, managing day-to-day operations, and preparing the groundwork for a return to the polls. The Torre Annunziata affair is part of a broader context of tensions between local institutions, the judiciary, and the central government over how to counter the persistent shadows of the Camorra in an area historically marked by the Gionta clan.

Today, with the mayor's resignation and the dissolution of the council, a period lasting just over two years comes to an end and yet another chapter in Oplonti's ongoing institutional emergency reopens. The coming weeks will reveal whether the dissolution will remain "ordinary" (linked only to the mayor's resignation) or whether the Interior Ministry will also decide to proceed with the measure for mafia infiltration. In either case, Torre Annunziata is once again under special administration. And the wait for a real change of direction continues.
