This morning, the Aversa Group's financial police executed a suspension order against an employee of the Municipality of San Cipriano d'Aversa, in the Caserta area, from the exercise of public office and services. The order was issued as part of an investigation coordinated by the Public Prosecutor's Office of North Naples.
At the same time, a precautionary seizure was ordered for the confiscation, including the equivalent, of sums up to €356.586,45. According to the investigation, the employee is seriously suspected of embezzlement and forgery of public documents.
Investigations conducted by the Aversa Financial Police have reportedly uncovered alleged irregularities in the management of travel expense reimbursements. The man, in addition to working for the Municipality of San Cipriano d'Aversa, allegedly served as the head of the financial office in the municipalities of Flumeri and Rocca San Felice, in the province of Avellino.
According to investigators' reconstruction, he allegedly prepared payment orders for business trips that did not correspond to the actual days and times. The payments were allegedly made without the necessary expense commitment documents and without liquidation provisions.
The prosecution alleges that the employee, in his capacity as head of the financial office, personally issued the payment orders for the reimbursements. The sums, according to the prosecution, were allocated to budget items earmarked for the municipal secretary's expenses and therefore not attributable to contracted staff.
A system that, according to investigators, continued for over a decade, without the scrutiny of a third party and without the administrative requirements for the payment of expenses.
The total amount seized amounts to €356.586,45. Of this, €14.058,98 was allegedly unduly collected from the Municipalities of Rocca San Felice and San Cipriano d'Aversa, while
342.527,47 euros would concern the Municipality of Flumeri.
The order was issued during the preliminary investigation and is subject to appeal. The suspect should therefore be presumed innocent until a final verdict is reached.
