MP Francesco Emilio Borrelli urges the government to introduce a uniform auto insurance rate for honest drivers, highlighting the unfairness of the rates, especially in the South, and criticizing the government's attention to insurance lobbies.

In the debate on car insurance in Italy, MP Francesco Emilio Borrelli of Avs relaunched the proposal for a single rate for virtuous drivers, to overcome the significant regional disparities that particularly penalize Southern Italy. The issue has returned to the forefront following the proposal being studied by the Ministry of Infrastructure and Transport (MIT) to require cars with foreign license plates to be insured with Italian companies or those authorized to operate in the country, a measure designed to combat the phenomenon of so-called "Polish license plates."
Borrelli expressed concern about the government's priority, stating that while attempts are being made to curb tax evasion with new rules, they are failing to address the key factor that has driven many drivers, especially in the southern regions, to use foreign license plates: car insurance rates, which are much higher than in the north. According to the MP, only a single rate for those who do not cause accidents could ensure fairness and reduce territorial discrimination, preventing virtuous citizens from paying disproportionate prices based on their province of residence.
The parliamentarian also emphasized that the failure to address these disparities suggests a government that is more attentive to the interests of insurance lobbies than to the rights of motorists, particularly those in the South. Borrelli's proposal calls for the inclusion of a provision in the new Highway Code establishing this single tariff, to protect legality, safety, and social justice on Italian roads.
